Village of Mead Planning Commission meeting
Monday, July 22nd, 2019
The Village of Mead Planning Commission met Monday, July 22nd, 2019 at 7:00 p.m. with a roll call. Planning Commission members present were Rick Miller, Connie Schliffke, Levi Durnal, Robert Morin, Matt Bratsburg, and Melissa Konecky. Jim Halbmaier was absent. Visitors present were Gilbert Rossignal, Josh Girmus, Vicky and Corky Charles, Craig and Mary Vogt and Greg Lavigne of Security Fence Company.
Connie motioned, and Wyatt seconded, that we approve the agenda. All agreed. Levi motioned, and Robert seconded, that we approve the minutes from the June 24th, 2019 meeting. All agreed.
At 7:34 p.m. we adjourned to a public hearing with a roll call. Connie motioned, and Matt seconded that we adopt the agenda. All agreed. The public hearing was regarding an application from Josh Girmus to rezone lots 4, 5 and 6 of Girmus Subdivision from Light Industrial (M-1) to Suburban Residential (S-R). Mr. Lavigne said that, given time, people living in the new Suburban Residential lots will start complaining about manufacturing processes in the adjacent Light Industrial lots. Connie motioned, and Wyatt seconded, that we recommend this rezoning with stipulations that we did not specify, about noise, smoke, odors, hazards and other problems that will arise. At 7:55 p.m., Levi motioned, and Melissa seconded, that we adjourn this public hearing. All agreed.
At 7:55 p.m., we began our second public hearing with a roll call. Connie motioned, and Levi seconded, that we adopt the agenda. All agreed. This public hearing is regarding an application from John and Marlene Vogt for a single-lot subdivision replat described as: Lots 1 and 3, East Park View Subdivision and the west half of Lot 1, C.W. Wilson’s Subdivision. Connie motioned, and Matt seconded that we recommend approval. All agreed. At 8:07 p.m., Matt motioned, and Connie seconded, that we adjourn the pubic hearing. All agreed.
Corey Sorensen is on the agenda to build a deck and Thomas and Diane Ellis are on the agenda to build a fence. However, we have no permits so we cannot take any action.
Corky and Vicky Charles submitted a building permit application to erect a garage. Wyatt motioned, and Connie seconded, that we approve the building permit application. All agreed.
We discussed how odoriferous the ethanol plant is. It is even worse the last couple of days. There are 4 operating entities out near the ethanol plant. There are 27 citations noted but in reality there are many, many more. How can we stop the ethanol plant from causing such a nuisance to the residents of the area and also not discourage people from moving into the area (because of the ethanol plant’s odor, not to mention hazardous substances).
The remediation of the Mead Superfund site is going to take a long, long time.
Rick is making a “cheat sheet” for frequently asked questions, such as questions about fences. We are hoping this could go on the Mead page.
The June 24th meeting minutes discussed proposed changes in Ag, Light Industrial and Heavy Industrial. However, we have to come up with more specific language.
