The Mead Planning Commission met Monday, July 28, 2014 at 7:30 p.m.
Present were Jody Weible, Dennis Berry, Steve Kadavy, Melissa Konecky,Connie Schliffke, Rick Miller, Levi Durnal and Jennie Grasiani.
Connie motioned, and Rick seconded, that we adopt the agenda and approve the minutes from the June 23, 2014 regular meeting and public hearing.
We adjourned to a public hearing at 7:31 p.m. Steve made a motion to adopt the agenda, Rick seconded and all agreed. The recommendation to the Board of Trustees is to amend policy 9-201 to just include the $100.00 penalty fee. There was no public input. The public hearing was adjourned at 7:35 p.m.
We returned to the regular meeting at 7:36 p.m. We discussed the demo application from Frontier Coop. They wish to demolish an old garage located at 410 East 3rd Street. Steve and Levi did not vote due to a conflict of interest. Dennis made a motion to approve the demo permit. Connie seconded and all approved.
We then discussed the demolition permit from Frontier Coop for an old elevator located at 114 W. Third Street. Steve mentioned he is unsure of the cost of the demo. Steve and Levi did not vote due to a conflict of interest. Dennis made a motion to approve the demo permit. Jennie seconded and all approved.
Jody mentioned that the Behrens did not submit a building permit to attach a ramp in their garage, located at 25 N Elm. She noted that a permit is not needed, as the ramp will be inside the garage.
We discussed the unfinished business of Gabriel Gonzales septic tank inspection.
The septic tank inspection receipt previously received from Gabriel was found to be fraudulent. The Village of Mead sent a letter to Mr. Gonzales stating he had to have proof of septic inspection turned in no later than July 28, 2014. As to date nothing has been received. Rick mentioned that Mr.Gonzales needs to show evidence that he is taking actions to make progress in resolving the septic tank issue. We haven’t received any plans for parking, a plat, or any permit applications from Mr. Gonzales. We recommend to The Village Board to send another correspondence to Mr. Gonzales addressing the issues with the septic system. He is past due in submitting the septic tank inspection receipt and is in violation of compliance. Jody recommended “No Parking” signs on both sides of Elm Street, 75ft back from the Hwy 92 intersection. We also recommend talking to their lawyer to find out what constitutes occupancy. Can it be a motor home? It was also mentioned that the building is not zoned for storage.
At 8:15 Dennis made a motion to adjourn the meeting. Steve seconded and all agreed.
