Village of Mead Planning Commission Meeting Minutes

Monday, July 26, 2021

 

The Village of Mead Planning Commission met Monday, July 26, 2021, at 6:30 pm. The meeting was called to order by Chairman Levi Durnal with roll call.  Present were Robert Morin, James Hannan, Connie Schliffke, Jim Halbmaier and Wyatt Swartz.

 

Chair states: “The Village of Mead makes available at least one current copy of the Open Meetings Act posted in the meeting room at a location accessible to members of the public.  The Act is posted in the front entry of the Village Office.”

 

Jim motioned and James seconded the motion to approve the agenda.  All members present agreed.

 

James motioned and Connie seconded to approve the minutes of the June 28, 2020, regular meeting.  All members present agreed.

 

SCHEDULED GUESTS: No Scheduled Guests.

 

UNSCHEDULED GUESTS IN ATTENDANCE: David Scribner, Josh Girmus

 

Robert motioned and James seconded to remove from table, application from David Scribner to rezone property from M-1 to SR located at 1450 Girmus Drive, Lot 3 Girmus Subdivision 2-14-8.  All members present agreed.

 

During discussion by the board regarding the rezoning application by David Scribner, several members expressed concern about the activities of individuals associated with the Girmus subdivision.

 

Mr. Girmus spoke in favor of the rezoning application.  Mr. Girmus also stated that he never told Mr. Scribner that he could get the property rezoned.  Mr. Girmus expressed that it was the real estate agent that told Mr. Scribner that getting the property rezoned would not be a problem.

 

Jim motioned and Connie seconded a motion to recommendation approval to the Board of Trustees the application from David Scribner to rezone property from M-1 to SR located at 1450 Girmus Drive, Lot 3 Girmus Subdivision 2-14-8.  The recommendation was approved by a vote of 3 to 2.

 

The following members voted in favor of recommending approval of said application:  Jim Halbmaier, Robert Morin, and Connie Schliffke.

 

The following members voted in opposition to recommending said application:  Wyatt Swartz and Levi Durnal.

 

James Hannan abstained from voting on the application to avoid a deadlock and allow the application to advance to the Village Board.

 

Connie motioned and Robert seconded to remove from table, Building Permit Application from David Scribner, 1450 Girmus Drive, currently (M-1) – Building Permit Application to place house on basement and place sunroom/garage (transported from another property and pending approval by the Board of Trustees to rezone the property from M-1 to SR).   All members in attendance agreed.

 

Following discussion of the application by the board, Jim motioned, and Levi seconded to approve permit application by David Scribner’s, 1450 Girmus Drive, currently (M-1) – Building Permit Application to place house on basement and place sunroom/garage (transported from another property and pending approval by the Board of Trustees to rezone the property from M-1 to SR) contingent upon the Board of Trustees approval of the rezoning application for said property.

 

The following members voted in favor of recommending the approval of the application to the Board of Trustees: Levi Durnal, Robert Morin, James Hannan, Connie Schliffke, and Jim Halbmaier.

 

Wyatt Swartz abstained.

 

 

At 7:12 PM, the Chair called for an adjournment. Robert motioned, and James seconded.

 

All members in attendance agreed.
