VILLAGE OF MEAD – PLANNING COMMISSION
REGULAR MEETING MINUTES – JULY 24, 2023
Mead Village Office, 312 S. Vine St.
The Village of Mead Planning Commission met Monday, July 24, 2023, at 6:30 pm. The meeting was called to order by Chairman Levi Durnal with roll call. Present were Levi Durnal, Robert Morin, James Halbmaier, James Hannan and Andrew Jackson. Member not in attendance was Wyatt Swartz.
Chairman states: “The Village of Mead makes available at least one current copy of the Open Meetings Act posted in the meeting room at a location accessible to members of the public. The Act is posted in the front entry of the Village Office.”
James Halbmaier motioned, and James Hannan seconded the motion to approve the agenda. All members present agreed.
SCHEDULED GUESTS: No Scheduled Guests.
Andrew Jackson was officially announced as a new member of the Planning Commission.
The Oath of Office was taken by Halbmaier, Morin and Jackson.
Levi Durnal was nominated and approved as Chairman – James Hannan motioned and Andrew Jackson seconded. All members present agreed, Durnal abstained.
James Hannan was nominated and approved as Vice Chairman – Robert Morin motioned and James Halbmaier seconded. All members present agreed, Hannan abstained.
Andrew Jackson was nominated and elected as Recorder – Robert Morin motioned and James Hannan seconded. All members present agreed, Jackson abstained.
Minutes for the April 24 regular meeting and public hearing, May 15 special meeting, June 12 special meeting, June 26 regular meeting and July 10 special meeting were approved. James Hannan motioned and James Halbmaier seconded this approval. All members present agreed.
Discussion was had on a new yearly sale site for Twisted Thunder Fireworks. Sites considered at this time were the open lot behind (north of) the Fire Hall and the site of the old water tower. No action was taken at this time.
Discussion was also had on plans to remove wetcake from the former AltEn site. The AFRG and NDEE have approved a pilot plan for Waste Connections to haul out 1,000 loads of wetcake to Pheasant Point landfill near Bennington, NE to determine if this is an appropriate, suitable solution. Concerns remain about the penetration of chemicals from the wetcake into the ground below and eventually into the aquifer.
At 7:08 pm the Chair called for adjournment. James Halbmaier motioned, and James Hannan seconded. All members present agreed.
