Village of Mead Planning Commission Meeting

Monday May 18, 2020

 

The Village of Mead Planning Commission met Monday, May 18th, 2020 at 7:30 PM via Google teleconferencing. The meeting was called to order by Chairman Rick Miller with roll call.  Present were Connie Schliffke, Jim Halbmaier, Levi Durnal, Rick Miller, Robert Morin and Wyatt Swartz

 

Chair states: “The Village of Mead makes available at least one current copy of the Open Meetings Act posted in the meeting room at a location accessible to members of the public.  The Act is posted in the front entry of the Village Office.”

 

Jim motioned and Connie seconded the motion to approve agenda.  All agreed. Connie motioned and Jim seconded, to approve the minutes of the April 27, 2020 regular meeting.

 

Scheduled Guests: No Guests were Scheduled.

 

The Chair opened discussion of New Business. The following items were discussed.

 

Board of Trustees approval for reappointment of Jim Halbmaier, Ricky Miller and Robert Morin to the Planning Commission.  No Planning Board action required.

 

Building Permit 20-09, Konecky Oil Inc. to reface existing cabinet was approved by the Board of Trustees at their May 12 regular meeting.  No Planning Board action required.

 

Greg Levine, Security Fence Co., 1042 Sunburst Lane (M-1) Application for a Building Permit to erect a sign on the property northwest of intersection Co Rd 10 and Sunburst Lane

  • Following discussion, the permit was approved for conditional use and advanced via article 5 for the Board of Trusties review.

Levi motioned and Jim seconded the motion to approve.  All agreed.

 

Discussion on amending sign language for the Agricultural and Agricultural Industrial Districts

  • Discussed requesting additional clarification from the Board of Trusties regarding suggested amendment changes related to agricultural zoned sign permitting.

The Chair opened discussion of Old Business. No old business was presented.

At 8:11 PM the chair called for adjournment. Connie motioned and Jim seconded.

Mead Planning Commission Notes

Subject:  Security Fence Incorporated Permit for Sign at Co Rd 10 and Sunburst Lane NW Corner.

Date of:  Permit request 5/1/2020

Zoning:   11-304              DISTRICT (A-1); AGRICULTURAL.

Description after Phone call, for clarification, on 5/12/2020 with Security Fence Incorporated agent.

Sign to be erected at NW corner of intersection, Co Rd 10 and Sunburst Lane. With 25 foot setback for Clear View Zone Triangle, or construction to be of less than 18 inches and or greater than 8 feet. See section 11-406,2.  Size proposed at 4 x 8 feet, as adjacent signs in the area are similar sized. Further detail discussed was, sign not to be connected to commercial power for illumination.  Solar powered lighting was discussed as an option.

Additional information:

 

  1. While not zoned B1 or B2 there are other businesses in the same area.
  2. Multiple other signs for business are located adjacent to the proposed location.
  3. Compliance with Setback or “Clear View Zone” was explained and understanding agreed upon.
  4. Informed Permit Applicant that a County permit may be required. Received call back,from permit applicant, informing me that no County requirement for permit is required.

 

Outstanding items:

  1. Total cost of project to be utilized on Permit application.
  2. Suggestions and or changes, if any, for further regulations and or wording for Signs in A1 zoned area

 

Proposed Action:

             Recommend Planning Commission, pass on to Mead Village Board recommendation to approve, for “Conditional Use Permit”.
