MEAD BOARD OF TRUSTEES MEETING –

 

The regular meeting of the Village of Mead Board of Trustees was held August 10 at 6:00pm at the Community Building.  Answering roll call were Chairman Thorson; Trustees Felty, Lee and Wielage.  Absent was Trustee Simon.  Also attending were Clerk Moline and Utilities/Maintenance Superintendent Raver.  Guests were David Scribner, Greg Lavigne, Lisa Flesner, Ed Schroeder, Julie Ogden, David MacDonald, Andy Jackson and Heather Cooley.

 

BUDGET WORKSHOP:  A Budget Workshop was held from 6:10pm – 6:37pm.  Accountant Ed Schroeder presented the 10/1/21 through 9/30/22 proposed budget.

 

SCHEDULED GUEST:  Street Superintendent, Julie Ogden, reviewed the Draft Assessment Report and Bond pay-off options for Paving District 2018-1.  Resolution 21-11, Set date of 10/12/21 for Board of Equalization Meeting and Hearing was adopted.  Approval was granted for the Chairman to sign the Disclosure Letter for General Obligation Highway Allocation Bonds 2021 for a 15-year term and agreement reached that property owners will be assessed 50% of the project cost.

 

PUBLIC HEARING:  A Public Hearing was held from 7:00pm – 7:12 pm.  Action was tabled on the petition from David Scribner to rezone Lot 3 Girmus Subdivision from Light Industrial to Suburban Residential.  Mr. Scribner wishes to place a house, sunroom and garage at the site.  Greg Lavigne and David MacDonald spoke opposing the rezoning.

 

NEW BUSINESS:  Action was taken to approve first reading of Ordinance 776 Performance Bond; Resolution 21-08 Levy special tax and assessment upon Lots 6 & 8, Blk 26 Original Town Mead; Resolution 21-09 Rescind Resolution 06-21 Zoning change on Lot 6, CW Wilson’s Subdivision Mead; Resolution 21-10 Rescind Resolution 06-22 Zoning change on Lot 8, CW Wilson’s Subdivision Mead; Ordinance 775, Amend zoning of Lot 6 SW Wilson’s Subdivision & vacated N 14’ of First Street lying on south side of said Lot 6 to Mead from R-2 to B-1; Resolution 21-12 Release permanent easement to the underlying property owner, Mead Public Schools, due to abandonment of the well; and accept proposal from Roll Door to replace two doors on the shed at the water plant at a cost of $6,944.00.  Discussion was held on ARPA NEU dollars, property owner request to plant trees, check to Kurita America will continue to be held until services are satisfied, and AltEn’s challenge of land valuation.

 

REPORTSPolice – Updates were presented on properties issued nuisance abatements and procedure to remove a vacated trailer.  Utilities/Maintenance Superintendent – Raver reported water and sewer issues and installation of the fence at the water plant.  Planning Commission – The minutes of the July 26 Regular Meeting were accepted.  Demolition Permit 21-16, Village of Mead to demolish the well house was voided.  Library – The minutes of the August 3 Library Board Meeting, resignation of Layla Giorgakopouos from the board and application of Tiffany King as a board member were accepted.

 

The meeting adjourned at 7:48pm.

The Village Office will be closed Labor Day, Monday, September 6.

Alma Lutheran Church is celebrating with regular worship beginning at 10:30 am and celebrating our program year with a bash on SEPTEMBER 12th!  Join us for dinner, family fun events and ice-cream!  EVERYONE IS INVITED TO ATTEND ONE OR ALL OF THE EVENTS!  The more the merrier!

First Saturday of the month ONLY 8am -12pm

 

Only items allowed:  Tree branches, weeds, leaves, unbagged grass clippings.  An iron/metal dumpster is located on-site.  Mead Residents ONLY!
