TRUNK OR TREAT
Trunk or Treat will be held October 31 beginning at 5:15 pm! Vehicles should arrive at 4:45 pm. The vehicles will be parked north of the Mead Community Building waiting for spooks and goblins to fetch their special treats!
MEAD FIRE/RESCUE ANNUAL HALLOWEEN PARTY
The Mead Fire / Rescue Department will hold their Annual Halloween Party on October 31 at the Mead Community Building. Hot dogs and hot chocolate will be served beginning at 5:30 pm. Costume judging for all ages will follow shortly thereafter.
Mead Board of Trustees Held September 12 Meeting
A Regular Meeting of the Village of Mead Board of Trustees was held September 12 at the Village Office at 6:00pm. Answering roll call were Chairman Thorson; Trustees Felty, Lee, Simon, and Wielage. Also present was Clerk Moline. Guests were Laurie VanAckeren, Cara Simon, Jennifer Lee, Kylee Hickman, Sara Else and Julie Ogden.
SCHEDULED GUEST: Street Superintendent, Julie Ogden, presented final plans and required easements for the First and Pine Street Project.
NEW BUSINESS: Action was taken to approve the following: Andy’s Tree Service to remove a tree at the park for $4,100; final plans and bid letting for First and Pine Street Project; bid of $34,956 from Bader’s Highway to tar streets; and Thomas Ellis to grind curb at 709 S. Cedar St. The following were adopted: Res. 23-09 One- and Six-Year Street Plan, Res. 23-10 Signing of the Municipal Annual Certification of Program Compliance 2023; Annual Certification of Program Compliance to NE Board of Public Roads Classifications and Standards 2023; Ord. 818 Amend Chapter 2, Article 2, Section 2-205 Board of Parks and Recreation Commissioners; Ord. 819 Amend Employee Handbook; and Ord 820 Amend Chapter 6, Article 3, Section 6-310 Misdemeanors; Weed Removal. Appointed to the Park Committee were Dalene Selko, Staci Charles, Martin Heinen, Brittany Pleskac, Stephanie Groene, one member of the Ball Association, Trustee Jason Felty, and Utilities/Maintenance Superintendent Shannon Luetkenhaus.
REPORTS: Utilities/Maintenance Superintendent – Luetkenhaus reported tree removal, two water main breaks, water sampling, assembling of two picnic tables, vandalism at the park, and need for camera to be placed at the park. Library – The September 5 board meeting minutes were accepted. Noted was the Workmen’s Comp case. Zoning/Administrator – Permits issued: 23-11 Girmus Investments to erect a 6’ fence, 23-13 AltEn to install an access road and wheel wash, and 23-14 SBBM to erect a fence and deck. Planning Commission – The minutes of the July 24 meeting were accepted. Clerk – Moline reported memo from Attorney Freeman-Caddy regarding carrying of concealed handguns in NE, complaints of property at 1054 Sunburst Lane and the safety concerns of youths riding bicycles on the streets.
The meeting was adjourned at 7:13 pm.
PUBLIC HEARING HELD ON ONE– AND SIX-YEAR STREET PLAN
A Public Hearing was called at 6:05 pm on September 12, 2023 at the Village Office. Present were Chairman Thorson; Trustees Felty, Lee, Simon, and Wielage. Also present was Clerk Moline. Guests were Laurie VanAckeren, Cara Simon, Jennifer Lee, Kylee Hickman and Sara Else.
Discussion was held on the One– and Six-Year Street Plan.
Public Input was called.
The hearing adjourned at 6:09 pm.
Budget Hearing held September 12th
A Budget Hearing was called at 6: 10 pm on September 12, 2023 at the Village Office. Present were Chairman Thorson; Trustees Felty, Lee, Simon, and Wielage. Also present was Clerk Moline. Guests were Laurie VanAckeren, Cara Simon, Jennifer Lee, Kylee Hickman and Sara Else.
Discussion of the October 1, 2023 through September 30, 2024 fiscal year budget was held.
Thorson called for public input.
The hearing was adjourned to a Special Hearing at 6:13 pm.
SPECIAL HEARING FOR BUDGET APPROVAL – SEPTEMBER 12
A Special Hearing was held September 12, 2023 at 6:13 at the Village Office. Answering roll call were Chairman Thorson; Trustees Felty, Lee, Simon, and Wielage. Also present was Clerk Moline. Guests were Laurie VanAckeren, Cara Simon, Jennifer Lee, Kylee Hickman, and Sara Else.
Action was taken to adopt the October 1, 2023 through September 30, 2024 fiscal year budget, additional allowed 1% growth increase. and Resolution 23-11 Final Tax Levy of 44.7802 per one-hundred dollars of actual valuation for the October 1, 2023 through September 30, 2024 fiscal year.
The hearing adjourned at 6:17 pm.
A Park Committee has been established for the Village of Mead. Appointed to the committee are Dalene Selko, Staci Charles, Martin Heinen, Brittany Pleskac, Stephanie Groene, one member of the Ball Association, Trustee Jason Felty, and Utilities/Maintenance Superintendent Luetkenhaus. Appointments are for two years. Duties include recommendations for improvements, repairs, purchase of equipment, and fundraising.

FYI – Ordinance No. 820 was passed at the September 12 Board of Trustees meeting to amend Article 6, Section 6-310 of the Village Code to read: Weeds and grass clippings are not to be mowed or to remain on any streets or sidewalks within village limits. Please be aware that sticks and branches are not allowed to be thrown or stacked on village streets.

Nebraska is known to have snow in October so here are some reminders of policy for the Village of Mead.
Upon a snowfall of two (2”) inches or more, it shall be unlawful to park or stand any vehicle on any street within the Village of Mead until the street has been cleared of snow. Any vehicle parked on any street or alley obstructing the removal of snow may be ticketed or immediately removed upon order of the Police Department. 5.311
Occupants of any lot or lots or the owner of any vacant lot or lots within the corporate limits shall not allow snow, sleet, mud, ice, or other substance to accumulate on the sidewalks or to permit any snow, sleet, ice, mud, or other substance to remain upon said sidewalk. All sidewalks within the Municipality shall be cleaned within twenty-four (24) hours after the cessation of the storm. 8-201
DUMP HOURS CHANGE NOVEMBER 1st
New dump hours begin November 1—March 31
First Saturday of the Month ONLY 8am—12 noon
Tree branches, weeds, leaves, and grass clippings are the only items allowed. All items are to be unbagged. A metal/iron dumpster is also on site for disposal of these types of items.

The FREE LITTLE LIBRARY has been erected at the Mead Park. The library is filled with books for all ages. You are welcome to take a book. You may also donate books to the little library. Please place your donated books in the box. This is made possible by a donation from a Girl Scout Junior working to complete her Bronze Award project. We hope many people take advantage of her hard work to provide this service to the community. Thank you!
TRUSTEES HOLD SPECIAL MEETING
A Special Meeting of the Board of Trustees was held August 30 at 5:30 pm at the Community Building. Answering roll call were Chairman Thorson; Trustees Felty, Lee, Simon, and Wielage. Also present was Clerk Moline. Guests were Andrew Jackson and Mason Hermann.
Review of the Zoning Map, Future Land Use Map, and Land Use Categories/Matrix took place.
The meeting adjourned at 6:48 pm.
