DOG AND CAT VACCINATION DAY
Saturday, March 25
Mead Community Building
1:30 pm—3:00 pm

Dr. Dobesh of Green Acre Animal Clinic will be present to administer pet vaccinations and the Village Clerk will be available to issue dog and cat licenses with proof of current rabies vaccination. Cost to license your pet is $4.00 altered, $6.00 intact.

Available will be vaccinations for rabies, distemper, parvo and kennel cough for dogs and rabies and distemper for cats. Products available to purchase will be Heartgard and Frontline. Blood tests for heartworm can also be completed onsite.

All dogs and cats within the village corporate limits are required to be licensed by May 1.

BOARD OF TRUSTEES MEETING MINUTES

The Village of Mead Board of Trustees met February 14 at 6:00 pm at the Mead Community Building. Answering roll call were Chairman Thorson; Trustees Felty, Lee, Simon and Wielage. Also present was Clerk Moline. Guests were Andy Jackson, Adam Miller, Brandon and Melissa Burke, Colby Burke and Matthew Marshall.
PUBLIC HEARING: A Public Hearing was held from 6:02 pm – 6:05 pm on a request from Burke District LLC for a Liquor License. Public input was called.
SCHEDULED GUEST: Matthew Marshall spoke on possible use of the ballfields this year for practices, games, tournaments and fall leagues.
NEW BUSINESS: Discussion was held on use of ballfields and review of 75% of the Final Plans for the paving of First and Pine Streets. No discussion on KENO until start date is set. Action was taken to approve a Liquor License to Burke District LLC, contingent upon approval of all inspections from the ST of NE; approved SDLL to Willow Springs Bottle Co for a wedding reception on 4/1 at the Mead Fire Hall; adopted Ord. 807 Trash Service Rates with Waste Connections; Ord 808 Trash Service Rates with Roadrunner Transportation; Ord 809 Trash Service Rates with S-2 Refuse and Recycling; Resolution 23-01 Sale of Surplus Equipment; and Resolution 23-01 Interlocal Cooperation Agreement for a Mutual Finance Organization.
REPORTS: Utilities/Maintenance Superintendent – Thorson reported mentoring by the City of Wahoo personnel and replacement of actuator. Building and Zoning Administrator – Accepted Building Permit 23-01, David and Stacey Lincoln to erect a 6’ chain-link fence. Library – Accepted the January 5 meeting minutes and appointed Sara Else and Cara Simon to the Library Board. Clerk– Moline reported scheduled dates for annual upcoming events.
DISCUSSION ITEMS: Lee requested hydrant replaced at 404 S. Cedar, hydrant at old wellhouse and Library to print Off-road labels with cricut machine.
The meeting was adjourned at 7:05 pm.

Your sewer usage invoice will show a change with your April billing. Sewer usage is based on an annual rate that is averaged using your water usage in January, February, and March.

WATCH FOR THIS SURVEY IN YOUR FEBRUARY WATER / SEWER BILL—
Your February water / sewer billing will include a survey requesting what your service line is into your house/business. The flyer explains doing a simple test. The flyers were sent out last year, with only a few returning their responses. The survey must be completed per NDEE regulations.
To test if the pipe is lead do a magnet or scratch test. Gently scratch the surface of the pipe with a coin. If the pipe is soft, easily scraped, silver, and a magnet doesn’t stick, it is mostly lead. If not lead, then what? 1. Does a magnet stick? If so and the line is dull grey when scratched, it is galvanized steel. 2. If the magnet doesn’t stick, it is the same color as a penny when scratched or has greenish blue build up, it is copper. 3. If the magnet doesn’t stick, it is white-ish yellow or grey, is joined with a clamp, screw, or glue, it is plastic or chlorinated polyvinyl chloride (CPVC).
Please watch for the surveys and complete and return to the village office.

BUILDING / DEMOLITION GUIDELINES –
If you are planning a construction or demolition project, you must submit an Application for a Building Permit or an Application for a Demolition Permit to the Village Office. The permit will be reviewed by the Building / Zoning Administrator. Once his approval or denial of the permit has been received contact will be made with the party making the application. If approved a permit will be typed and a letter sent that the permit may be obtained once payment has been received. Items not requiring a permit are temporary dog kennels, sidewalks, driveways, cement patio’s, and concrete slabs. A shed 150 square feet or less does not require a permit but does need to meet setbacks. Check with the Village Office for those setbacks. A permit is required prior to cutting into village streets to create curbs. A fence is required for any pool, spa, or hot tub containing at least 18” of water.

DUMP GUIDELINES
The Village dump is available for use by Mead residents only. The only items permitted are weeds, tree branches, leaves, and grass clippings. All items must be unbagged. There is also a roll-off available to dispose of metal/iron products. Dump hours change April 1st. They are Wednesday 5:00 pm—7:00 pm and Saturday 8:00 am—12:00 pm.
