BOARD OF TRUSTEES MEET MAY 14TH

 

A regular meeting of the Village of Mead Board of Trustees was held May 14, 2024 at 6:00 pm at the Village Office. Answering roll call were Chairman Thorson; Trustees Lee, Simon, and Wielage. Absent was Trustee Felty. Also present was Clerk Moline. Guest was Andy Jackson.

 

The minutes of the May 9 Regular Meeting and two Public Hearings and May 9 Board of Adjustment Regular Meeting and Public Hearing, Treasurer’s Report, and claims were approved.

 

REPORTS: Utilities Maintenance Superintendent – Reported were completion of duties at the ballfield, dump, and water plant. Building and Zoning Administrator – The following permits were approved: 24-06 Gerald and Stacie Feauto to erect a fence, 24-07 Dennis and Connie Wellman to erect a fence, 24-08 David Trost to erect a portable building, and 24-09 Melissa Burke to construct a deck. Clerk – Moline reported the number of pet licenses and off-road permits sold to date and noted Open House Event at Astro Buildings on May 17 and filing deadline for candidates for the village board.

 

NEW BUSINESS: Action was taken to adopt Ordinance No. 832; Regulation to TSN free-roaming cats and approved an Interlocal Agreement with the City of Wahoo to spray mosquitos, approved permit to Twisted Thunder Fireworks to sell fireworks, and approved Austin Miller as a member of the Planning Commission. Action to write off account #1840 delinquent bill and elimination of Dumpmaster position and purchase of gift card for his service were approved. Approval was granted for the Fire Department to train at the dump and discussed future contributions for betterment to the village.

 

The meeting was adjourned at 7:00 pm.

July 15 is the last day for incumbents to file

August 1 is the last day for non-incumbents to file

 

These are the rates for a 95-gallon container that the three trash services agreed upon for May 1, 2024 through April 30, 2025. A detailed break-down is posted at the Village Office, Bank of Mead, and Mead Post Office. If your company is charging you more than the annual adopted non-franchise agreement, please contact the company.

Roadrunner Transportation – $18.00 per month

S2 Refuse and Recycling – $26.00 per month

 

Village of Mead Clean-up Day

Saturday, June 8

7 am – 11 pm

Items not permitted – tires, wood, pallets, construction refuse, grass clippings, tree limbs, and trash.

Trash is termed as any item that can be disposed of with your regular garbage service collector.

 

We accept most other items – large household items, bicycles, grills, lawnmowers, etc. Although we accept household items, please keep in mind that this event is specifically geared toward outdoor items to allow residents to clean up their properties.  This event is open to MEAD RESIDENTS ONLY!

 

PLEASE NOTE: You are expected to help unload your own items.

The Village Board and Planning Commission meets at the Village Office, Library Board at the Library, and Fire/Rescue at the Fire Station.

 

Reminders ~

  • All-terrain vehicles, utility-type vehicles, and golf car vehicles are required to be licensed within the village limits annually by April 1. Permit applications may be obtained at the village office.
  • All dogs and cats residing within village limits are to be licensed annually by May 1. Licenses are $4.00 altered and $6.00 intact animal. Licenses are issued by the Village Clerk.
  • Garbage and refuge are to be removed from all property. Weeds and grass growth is to be no more than 12” in height. Do not mow grass clippings into the street.
  • All vehicles are to hold a current license or be removed from your property. Vehicles cannot be parked along the streets longer than 48 hours. Any motor vehicle with trailer, bed, or box attached in excess of the gross weight of 5 ton, or any motor home exceeding 20’ in length measured bumper to bumper are not permitted to park on any street, alley, public way, or portions thereof, except when delivering or collecting goods and then only for a period of time no longer than necessary.

 

CROSS CONNECTION SURVEYS WERE MAILED ON MAY 23rd with your monthly water / sewer bills. The Village is required by Nebraska Health and Human Services that all surveys be completed and returned to the  Village Office NO LATER THAN JUNE 10.  A form is attached in this newsletter for your convenience.

Cats were discussed and an ordinance adopted at the May 14th meeting of the Board of Trustees. The discussion was driven by the fact that concerns have been expressed about the number of feral cats residing in Mead. The ordinance states that all free roaming cats, whether they are family owned or feral, shall be vaccinated and sterilized. A way to control cat colonies is the formation of a committee to do fundraising and seeking of donations to defray the cost of the surgery for feral cats.

 

Thank you to everyone who participated in Mead Garage Sale Day. It was a very successful event with many sellers and buyers!

 

 

BUILDING GUIDELINES –

 

If you are planning a building project or removing a building, you must submit an Application Permit to the Village Office. The permit will be reviewed by the Building / Zoning Administrator. If approved a permit will be issued and you will be notified to pick up and pay for the permit. If not approved you will be contacted. Items not requiring a permit are temporary dog kennels, sidewalks, concrete slabs, and driveways. If cutting or grinding a curb, you must obtain a permit from the Board of Trustees at their regular meeting. A shed 150 square feet or less does not require a permit but must meet setbacks. There are guidelines for fire pits and the number and size of accessory buildings on a property. All swimming pools containing at least 18” of water must be enclosed by a fence with a minimum height of 4’ and a maximum height that precludes passage through or under and is not readily climbable by small children. All gates must be equipped with a lock to secure the area. Hot tubs and spas are not required to have fencing if they have locking tops when not in use. This includes not only Mead residents but the residents within the one-mile zoning jurisdiction of Mead. All permits must be approved before starting a project.

Events for June:

Our Summer Reading Program starts June 1 and ends July 31.  Be sure to stop in the Library to receive your reading packet. All ages are welcome!

Monday, June 3, 10 & 17 – Participate in Adult DIY Craft Night from 6p-8p. Bring your own craft to work on and enjoy visiting with friends.

Tuesday, June 11, 18 and 25 – Join us for Coffee Time and conversation at 10a.

June 4 through June 7 – Kids entering Kindergarten through 6th grade, come to Summer Reading Camp with the UNL Extension Office from 10a-11a.  We’ll play games, make crafts, take home a treat, and just have fun with friends.  Please RSVP.

Wednesday, June 12 – Come at 630p for the Adult Book and Dessert Club. This will be our last meeting until Fall.

Thursday, June 13 – Try out the S’mores Cooking Class for kids ages 8 and older at 1p sharp.  Please RSVP. Seats are limited.

Thursday, June 20 – Kids of all ages, drop by anytime between 1p-2p for Chalk the Walk and help decorate the Library sidewalk.

Monday, June 24 – Join the group that meets for the Library’s Adult Alma Book Club Potluck from 630p-8p. Please bring a covered dish to share.

Tuesday, June 25 – Are you interested in the weather? Attend the Weather Workshop for kids ages 10 and older at 12n.  Seats are limited so please RSVP.

WORK TO BEGIN ON S. FIRST STREET AND PINE STREET

 

M.E. Collins will be working on the 1st Street and Pine Street improvement project this spring. The project will consist of removing existing Spruce and 1st Street Intersection, removing gravel surfacing, pouring a concrete street with curbs and gutters, new storm sewer including replacement of the culvert under County Road 10, repaving driveway approaches and water main lowering near County Road 10.

 

The current proposed schedule is: (*Note: Schedule may vary due to weather and unforeseen conditions)

  • Phase #1 (Intersection of 1st & Spruce to 1st & Pine) Starting the end of May until July 2nd
  • Phase #2 (Pine Street) Starting July 3rd until July 29th
  • Phase #3 (1st & Pine to 1st & County Road 10) Starting July 30th until September 23th
  • Project Completion September 27th
