Village Board of Trustees met December 10
The Village of Mead Board of Trustees met December 10 at 6:00 pm at the Village Office. Answering roll call were Chairman Thorson; Trustees Felty, Simon, and Wielage. Absent was Trustee Lee. Also present was Clerk Moline. Guests were Jared Pearson and Justin Blomstedt.
UNFINISHED BUSINESS: The minutes of the November 12 Regular meeting were accepted.
NEW BUSINESS: The Certification of Election was distributed and Oath of Office taken by Trustee Daniel Simon and Clerk/Treasurer June Moline.
Nominations for Chair were called, with Thorson elected Chair. Nominations for Chair Pro Tem were called, with Felty elected Chair Pro Tem.
SCHEDULED GUESTS: Jared Pearson and Justin Blomstedt from Spectrum presented an update on the progress and a location for their cabinet was approved.
The following appointments were approved: Clerk/Treasurer – June Moline; Utilities/Maintenance Superintendent – Shannon Luetkenhaus; Water/Sewer Commissioner – City of Wahoo; Attorney – Bromm, Lindahl, Freeman-Caddy and Lausterer; Accountant – Ed Schroeder; Engineer – Olsson; Building Inspector – Terry Miller; Building and Zoning Administrator – Terry Miller; Nuisance Enforcement Officer – Police Chief; Hearing Officer – Adam Miller. Approval for the following: Official Depository for village funds – Bank of Mead; Insurance Carrier – Inspro Insurance; 401k Administrator – Retirement Plan Consultants; Official Newspaper – Wahoo Newspaper; manner in which to designate Planning Commission and Library Board – by appointment; and method of posting of meetings within village limits – Bank of Mead, Mead Post Office and Village Office. Committee appointments were: Common Facility Board – Simon and Wielage; Municipal Board of Health – Chair Thorson, Police Chief, and Health Care Provider Andrew Eckart; Board of Adjustment Felty, Lee, Thorson, Wielage and Planning Commission Chair Andrew Jackson with Simon to serve as alternate.
Resolution 24-11, Approving the Chair, Chair Pro Tem, and Treasurer as the signatory of the official accounts for the village was adopted.
Julie Ogden, License No. S-1320, Engineer License No. E9395, Class A, contracted beginning January 1, 2025 was approved as Village Street Superintendent. Resolution 24-12, Year-end Certification of Village Street Superintendent 2024 was adopted. Approved was the authority to sign the Year-end Certification of Village Street Superintendent for determining Incentive Payment in calendar Year 2024. The public bonds for the Chair, Treasurer, and 414(h) Plan, Retainer with Bromm, Lindahl, Freeman-Caddy & Lausterer for 2025 and 2026 at $850.00 per year; Pay Application No. 6 to M.E. Collins in the amount of $14,560.45; Treasurer’s Report and claims were approved. Approval was granted for Change Order No. 4 to M.E. Collins to adjust seeding; Certificate of Substantial Completion to M. E. Collins; SDLL to Mead Fire Dept. to serve alcohol during Wild Game Feed on February 15 at the Fire Station; and SDLL to Mead Days Association to serve alcohol during a town celebration on June 20 and 21 at the park.
Discussion was held on a campaign to honor WW II veterans, Broadband progress, and police position.
REPORTS: Utilities/Maintenance – Luetkenhaus presented a written report detailing completion of daily duties, dump upkeep, displaying Christmas decorations, and completion by contractors for street cleaning and storm sewer maintenance. Library – The minutes of the December 3 meeting were accepted. Building Inspector/Zoning Administrator – Permits issued were 24-21 J.P. Hannan to demolish a garage and 24-22 J.P. Hannan to construct a garage. Clerk – Moline reminded the board of the Appreciation Dinner.
The meeting was adjourned at 7:05 pm.

Wednesday, January 8 – Join the group that meets for the library’s Adult Book Club at 6:30p. We supply the books! Just bring yourself and a drink.
Saturday, January 11 – Join us for a Craft Retreat at the Firehall 9a – 6p – Craft with us all day long. Proceeds go towards the 2025 library summer reading program. Reserve your table for just $20.00 (nonrefundable). Please RSVP by January 3. Hosted by the Friends of the Mead Public Library.

Upon a snowfall of 2” or more, you are required to remove any vehicle from the street until the street has been cleared of snow. Any vehicle parked on any street or alley obstructing the removal of snow may be ticketed or immediately removed upon order of the Police Chief or Board of Trustees. All sidewalks are to be cleared of snow within 24 hours after the cessation of the snow storm.
