Village of Mead Board of Trustees Hold Meeting on December 14th

The Village of Mead Board of Trustees met December 14, 2021 at the Mead Community Building at 6:00 pm.  Answering roll call were Chairman Thorson; Trustees Felty, Lee, Simon and Wielage.  Also present were Clerk Moline and Utilities/Maintenance Superintendent Luetkenhaus.

UNFINISHED BUSINESS:  Third reading and adoption of Ordinance 778, Amend Municipal Code 5-502 and 5-509 All-terrain Vehicles and 5-601 Golf Car Vehicles was approved.

Thorson was re-elected Chairman of the Board and Felty was re-elected as Chairman Pro Tem.  The minutes of the November 9 regular meeting were accepted. The Treasurer’s Report and claims were approved.

NEW BUSINESS: The following appointments took place:  Police Chief – Jerry Carlson; Clerk/Treasurer – June Moline; Utilities/Maintenance Superintendent – Shannon Luetkenhaus; Water/Sewer Commissioner – City of Wahoo; Attorney – Bromm, Lindahl, Freeman-Caddy and Lausterer; Accountant – Ed Schroeder; Engineer – Olsson; Building Inspector – Terry Miller; Zoning Administrator – Planning Commission;  Nuisance Enforcement Officer – Jerry Carlson; Hearing Officer – Adam Miller.

A Retainer Agreement with Bromm, Lindahl, Freeman-Caddy and Lausterer; Official Depository – Bank of Mead; Insurance Carrier – Inspro; 401k Administrator – Retirement Plan Consultants; Official Newspaper – Wahoo Newspaper; method of posting of meetings – Bank of Mead, Mead Post Office and Village Office; and designation of manner to select the Planning Commission and Library Board by appointment were approved.

Committee appointments were Common Facility Board – Simon and Wielage; Municipal Board of Health – Thorson, Carlson and Andrew Eckart; Board of Adjustment – Felty, Lee, Thorson, Wielage, and Planning Commission Chair Levi Durnal; Alternate – Simon; Street Superintendent – Julie Ogden.

Resolution 21-21, Year-End Certification of Village Street Superintendent 2021 and authorization of signing the Year-end Certification of City Street Superintendent for determining incentive payment 1/1/21 through 12/31/21 were approved.  Resolution 21-22 Amend Employee Handbook with employee benefits and Resolution 21-23 Authorize Clerk to sign SDLL forms were approved.  Action was taken to release Haag as Back-up Water/Sewer Operator due to Interlocal Agreement with the City of Wahoo at this time.  Felty and Thorson reported on attendance at a recent meeting with Congressman Bacon.  Discussion was held on a citizen request to pave E. First St. and sale of the 1976 John Deere 4630 tractor for $11,550.00.  Motion was made to purchase a tractor for $30,000.00.

REPORTS:  Police – The board authorized the Chief to purchase a police vehicle.  Utilities/Maintenance Superintendent – Luetkenhaus touched on several projects completed. Planning Commission – The 2021 Permits Issued Report was reviewed.  A letter was discussed from Attorney Freeman-Caddy relating to the duties of the Planning Commission, Zoning Administrator and Building Inspector.   Clerk – Moline presented potential projects for ARPA funding.

The meeting was adjourned at 6:41 p.m.

*Trivia Time for all ages! Join us on Saturday, January 8 as we play Trivia in honor of National Trivia Day (January 4).  Starting at 10a, bring your Thinking Hat and get ready to win some prizes!  All ages welcome.

*National Puzzle Day is January 29 so stop by and let’s do a puzzle! We have many puzzles for you to check out and take home if you’d like.  Stop by anytime between 10a and 12noon.

SNOW REGULATIONS

Upon a snowfall of two (2”) inches or more, it shall be unlawful to park or stand any vehicle on any street within the Village of Mead until the street has been cleared of snow.  Any vehicle parked on any street or alley obstructing the removal of snow may be ticketed or immediately removed upon order of the Police Department. 5-311, 5-311.1

Occupants of any lot or lots or the owner of any vacant lot or lots within the corporate limits shall not allow snow, sleet, mud, ice, or other substance to accumulate on the sidewalks or to permit any snow, sleet, ice, mud, or other substance to remain upon said sidewalk.  All sidewalks within the Municipality shall be cleaned within twenty-four (24) hours after the cessation of the storm. 8-201
