VILLAGE OF MEAD BOARD OF TRUSTEES MEETING – DECEMBER 8

 

The Village of Mead Board of Trustees met December 8, 2020 at the Mead Community Building at 6:00 pm.  Answering roll call were Chairman Thorson; Trustees Felty, Wielage and Wimer.  Absent was Trustees Guyle.  Also present were Clerk Moline and Utility/Maintenance Superintendent Raver.

 

Following the closure of old business which included acceptance of November 10 meeting minutes and discussion of street and sidewalk repairs, roll call showed the following board members present:  Chairman Thorson; Trustees Felty, Lee, Simon and Wielage.

 

Trustees Jason Lee and Dan Simon and Clerk Moline took the Oath of Office.

 

Election was held with Thorson elected Chairman and Felty elected Chairman Pro Tempore.  Action was taken to approve Pay Certificate #5 to Neuvirth Construction in the amount of $361,597.35, Pay Certificate #4 to Kurita America in the amount of $7,315.00 and Pay Certificate #2 to ME Collins Construction, contingent until further progress has been satisfied in the amount of $74,074.04.

 

The following appointments for 2021 took place:  Police Chief-Gerald Carlson; Clerk/Treasurer-June Moline; Utilities/Maintenance Superintendent-Nicholas Raver; Attorney-Bromm, Lindahl, Freeman-Caddy and Lausterer; Accountant-Ed Schroeder; Engineer-Olsson; Building Inspector-Terry Miller; Zoning Administrator-Gerald Carlson; Nuisance Enforcement Officer-Gerald Carlson; Hearing Officer-Adam Miller; Street Superintendent-Julie Ogden.  A 2-year Retainer Agreement with Bromm, Lindahl, Freeman-Caddy and Lausterer at $800.00 per year was approved.  Approved were the Official Depository-Bank of Mead; Insurance Carrier-Inspro; 401k Administrator-Retirement Plan Consultants; Official Newspaper-Wahoo Newspaper; method of posting-Bank of Mead, Mead Post Office and Village Office; manner in which the Planning Commission and Library Board is chosen-by appointment; Common Facility Board-  Wielage and Simon; Municipal Board of Health-Thorson, Carlson and Andrew Eckart; and Board of Adjustment-Thorson, Felty, Lee, Wielage, Rick Miller and Alternate-Simon.

 

NEW BUSINESS:  Adopted was Resolution 20-13 Year-End Certification of Street Superintendent 2020 and authorized signing of the Year-end Certification of City Street Superintendent 2020.

 

PUBLIC HEARINGS:  Hearings were called on an application from Scott and Cindy Pickworth to rezone Lots 9, 11, 13 & 14, Block 19, Original Town Mead and variance on Lots 9 & 11, Block 19, Original Town Mead, commonly known as 218 S. Elm Street.

 

NEW BUSINESS: Ordinance No. 758 to Scott and Cindy Pickworth to rezone property located at 218 S. Elm Street from Multiple-family Residential (R-2) to Light Industrial (M-1) was adopted as well as Resolution 20-14, Variance at 218 S. Elm Street for front and side yard depth.   Change Order #3 to Neuvirth Construction for $15,893.04, contingent upon review of design, was approved.

 

REPORTSPolice-The Monthly Police Report was reviewed.  Action to contact attorney regarding residence in Neighborhood Business District was approved.  Utilities/Maintenance Superintendent-Raver reported STOP grants available through the Police Department and installation of snow blade.  Planning Commission-The minutes of the November 23 Regular Meeting and Public Hearing were accepted.  Action was taken to approve Building Permits to Scott and Cindy Pickworth, 218 S. Elm Street to erect a shop building and Robert Kuhr, 1590 Co Rd 9, to construct a new well.  Library-The November 16 Library Board Meeting minutes were accepted.

 

The meeting adjourned at 7:08 pm.

NOTICE:  Beginning in January 2021, regular meetings of the Mead Public Library Board of Trustees have been changed from the third Monday of each month to the first Tuesday of each month at 5:30 pm.

The Mead Library Friends Foundation appreciates everyone’s loyalty during the annual Spaghetti Feed Fundraiser at the High School. Due to Covid-19 and the desire to protect everyone’s health and safety, they have decided to cancel the event. Thank you all for understanding.

The Village Board & Planning Commission meets at the Village Office, Library Board at the Library and Fire/Rescue at the fire station.

 

DUE TO THE COVID-19 PANDEMIC, MEETINGS MAY BE HELD AT THE MEAD COMMUNITY BUILDING, 220 E. FOURTH STREET, IN ORDER TO MEET GUIDELINES.  PLEASE CHECK POSTINGS AT THE BANK OF MEAD, POST OFFICE OR VILLAGE OFFICE FOR THE LOCATION.

 

Upon a snowfall of two (2”) inches or more it shall be unlawful to park or stand any vehicle on any street within the Village of Mead until the street has been cleared of snow.  5-311

 

Any vehicle parked in violation of any traffic regulations or parked so as to obstruct the free movement of traffic or to cause a traffic hazard, or parked on any street or alley obstructing the removal of snow may be immediately removed upon order of the Police Department 5-311.1

 

It shall be unlawful for the occupant of any lot or lots or the owner of any vacant lot or lots within the corporate limits to allow snow, sleet, mud, ice, or other substance to accumulate on the sidewalks or to permit any snow, sleet, ice, mud, or other substance to remain upon said sidewalk. All sidewalks within the Municipality shall be cleaned within twenty-four (24) hours after the cessation of a storm.  8-201
