PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES
SPECIAL MEETING
March 22, 2021
A Special Meeting of the Board of Trustees of the Village of Mead, NE was held March 22, 2021 at the Mead Community Building. Chairman Thorson called the meeting to order at 6:00 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, US Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided to all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public. Roll call showed the following board members present: Chairman William Thorson; Trustees Jason Felty, Jason Lee, Daniel Simon, Jr. and Richard Wielage. Also present was Clerk June Moline.
Thorson noted the Posting of the Open Meetings Law placed on the table by the front door.
Motion by Wielage, second by Lee, to adopt the agenda. Vote: Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-yes; motion carried 5-0.
Thorson stated the purpose of the meeting was to consider an Interim Police Officer during Police Chief Carlson’s absence. The options to consider were an Interlocal Agreement with the City of Yutan for 10 hours of police coverage per week using their equipment at $29.40 per hour. More hours may be requested, but not necessarily filled. They would investigate nuisances but not handle the paperwork to abate. Thorson had spoken to a candidate who is willing to work 15 hours per week and handle nuisances at approximately $23.00 per hour. Thorson stated that by going with a candidate the village would save $4,992.00 per year. Consideration is the current condition of the police car and lack of necessary equipment. He stated the candidate has his own uniform, the village could consider purchasing a portable radio in this fiscal year, and upgrade with the purchase of a used vehicle next fiscal year.
Motion by Lee to seek a six-month Interlocal Agreement with the City of Yutan for police coverage. The motion died for lack of a second.
Motion by Felty, second by Thorson, to hire an Interim Police Officer. Vote: Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-no; motion carried 4-1.
The candidate, Tom Sackett, will be interviewed by Lee and Simon on March 29 at 5:00 p.m. and Thorson and Wielage at 5:30 p.m., with a special meeting to be held at 5:45 p.m.
Motion by Felty, second by Wielage, to adjourn at 5:30 p.m. Vote: Thorson-yes Wielage-yes, Felty-yes, Lee-yes, Simon-yes; motion carried 5-0.
