PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

SPECIAL MEETING

June 21, 2021

 

A Special Meeting of the Board of Trustees of the Village of Mead, NE was held June 21, 2021 at the Mead Community Building.  Chairman Thorson called the meeting to order at 6:00 p.m.  Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, US Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes.  Advance notice was also provided to all members of the Board of Trustees.  All proceedings were held while the convened meeting was open to the public.  Roll call showed the following board members present: Chairman William Thorson; Trustees Jason Felty, Daniel Simon, Jr. and Richard Wielage.  Absent was Trustee Jason Lee.  Also present was Clerk June Moline.  Guests were William Austin, Kevin and Brock Buse, Taylor Kelley, William Bransgrove, John Harrison, and Andy Scholting.

 

Thorson noted the posting of the Open Meetings Law placed on the table by the front door.

 

Motion by Wielage, second by Felty, to adopt the agenda.  Vote: Lee-absent, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 4-0.

 

Thorson stated the purpose of the meeting was to consider an application from Champion Feeders, LLC for a Conditional Use Permit for a commercial feedlot.

 

Motion by Simon, second by Wielage, to remove from the table, discussion of an application from Champion Feeders for a Conditional Use Permit.  Vote:  Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-absent; motion carried 4-0.

 

Champion Feeders Attorney, William Austin, addressing the Conditional Use Permit, pointed out item 3, that the number of head not to exceed 30,000 of cattle in which 90% must be under roof, this includes the entire operation, and item 7, annual notification to the public within ¼ mile of the proposed application sites that manure will potentially be applied at sites near them.

 

Simon introduced and motioned to waive three readings of Ordinance No. 771.  Thorson seconded the motion.  Vote:  Thorson-yes, Wielage-yes, Felty-yes, Lee-absent, Simon-yes; motion carried 4-0.

 

Wielage motioned to adopt Ordinance No. 771, Conditional Use Permit to Champion Feeders, LLC for a commercial feedlot.  The motion was seconded by Simon.  Vote:  Wielage-yes, Felty-yes, Lee-absent, Simon-yes, Thorson-yes; motion carried 4-0.

 

ORDINANCE NO. 771

 

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO GRANT A CONDITIONAL USE PERMIT, PERTAINING TO THE FOLLOWING-DESCRIBED REAL ESTATE, TO WIT:

 

            SEE PARCEL 1 SET FORTH IN EXHIBIT “A” ATTACHED HERETO

 

TO CHAMPION FEEDERS, LLC FOR OPERATION OF A COMMERCIAL FEEDLOT LOCATED WITHIN THE CORPORATE LIMITS.

 

Felty introduced and motioned to adopt Resolution No. 21-06, Set rate at $1,500.00 to Twisted Thunder Fireworks to rent the green space at the park to sell fireworks from June 25 through July 4, 2021.  Wielage seconded the motion.  Vote:  Felty-yes, Lee-absent, Simon-yes, Thorson-yes, Wielage-yes; motion carried 4-0.

 

RESOLUTION 21-06

 

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF MEAD, NEBRASKA, TO SET RENTAL FEE FOR GREEN SPACE AT THE MEAD PARK

 

WHEREAS, the Village of Mead Board of Trustees, Mead, Saunders County, Nebraska, has received a request from Twisted Thunder Fireworks to rent the green space located on the east side of the Mead Park to sell fireworks from June 25 through July 1, 2021.

 

WHEREAS, the green space is located on the east side of the Mead Park located at 110 East First Street;

 

WHEREAS, the rental fee for this special event shall be $1,500.00.

 

Motion by Felty, second by Simon, to adjourn at 6:16 p.m.  Vote:  Lee-absent, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 4-0.
