PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES
February 14, 2023
A Regular Meeting & Public Hearing of the Chairman and Board of Trustees of the Village of Mead, NE was held February 14, 2023 at the Community Building. Chairman William Thorson called the meeting to order at 6:00 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided in the Wahoo Newspaper and to all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public. Answering roll call were Chairman William Thorson; Board of Trustees Jason Felty, Jason Lee, Daniel Simon, and Richard Wielage. Also present was Clerk June Moline. Guests were Andy Jackson, Adam Miller, Brandon and Melissa Burke, Colby Burke, and Matthew Marshall.
The posting of the Open Meetings Law was noted as placed on the table at the entrance.
Motion by Wielage, second by Felty, to adopt the agenda. Vote: Felty-yes, Lee-yes Simon-yes, Thorson-yes, Wielage-yes; motion carried 5-0.
The minutes of the January 10 Regular Meeting were accepted.
Motion by Simon, second by Felty, to approve the Treasurer’s Report showing $1,280,208.33 total checking/savings balance ending January 31, 2023. Vote: Thorson-yes, Wielage-yes, Felty-yes, Lee-yes, Simon-yes; motion carried 5-0.

PUBLIC HEARING:
Thorson called the hearing to order at 6:02 p.m. Answering roll call were Chairman William Thorson; Trustees Jason Felty, Jason Lee, Daniel Simon, and Richard Wielage.
Motion by Wielage, second by Lee, to approve the agenda. Vote: Wielage-yes, Felty-yes, Lee-yes, Simon-yes, Thorson-yes; motion carried 5-0.
Chairman Thorson stated the purpose of the hearing was to hear testimony of support, opposition, criticism, suggestions, or observations to grant a Liquor License Class C to Burke District LLC dba Mead Me at the Goat Bar & Grill.
Brandon Burke stated they did not have a start date as of now. Only a portion of the bar will be open, which would also exclude the kitchen.
Thorson called for public input.

SCHEDULED GUEST:
Matthew Marshall representing Shockwave, requested a partnership to use the baseball and softball fields in order to field two baseball teams. He has requested the fields for practice, games, tournaments, and a fall league due to shortage of fields within the Elkhorn and Gretna area. He is also willing to sponsor clinics for the Mead team members. His major concern is the 11-year-old baseball team as that is the age group he coaches.
Mead Ball Association Member, Adam Miller, stated that he feared use of the softball field by athletes greater than 10 years old would not be feasible due to balls landing near houses once they cross the outfield. Adam suggested he contact Mead Public Schools regarding the baseball field as they own that property. A concern with the baseball field is repair of the field and the addition of agri-lime. He also stated that Mead teams use the ballfield quite often during spring and summer months and schedules would not be made until the second week of March.
The board agreed that Adam and Matthew should meet to discuss a schedule and appropriate rental fee before the March 14 Board of Trustees meeting.
NEW BUSINESS:
The board held discussion on the request for a liquor license. Motion by Felty, second by Thorson, to approve a liquor license to Burke District LLC dba Mead Me at the Goat Bar & Grill, contingent upon approval of all inspections from the State of Nebraska. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 5-0. The subject of KENO will not be held until an opening date is provided by the Burkes.
Review of 75% of the Final Plan Design for paving of First Street and Pine Street was read in a memorandum from Street Superintendent Julie Ogden. Noted was a delay in letting of bids due to replacement of the culvert under Co Rd 10 due to the pipe outlets feeding into wetlands. Approval would require a permit from the US Army Corps of Engineers. The County share for the culvert replacement is estimated at $40,000 to $50,000. The board asked that Julie provide a price on the inlet along Pine Street rather than the constant cross slope.
Simon introduced and motioned to waive three readings of Ordinance No. 807, 808, and 809. The motion was seconded by Wielage. Vote: Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-yes; motion carried 5-0.
Motion by Felty, second by Lee, to adopt Ordinance No. 807 Trash Service Rates with Waste Connections; Ordinance No. 808 Trash Service Rates with Roadrunner Transportation, and Ordinance No. 809 Trash Service Rates with S-2 Refuse and Recycling. RESOLUTION # 23-02
WHEREAS, certain municipalities and fire protection districts located in Saunders County, Nebraska desire to enter into an Interlocal cooperation agreement for the creation of a Mutual Finance Organization pursuant to Legislative Bill 1120, 1998;
WHEREAS, the Interlocal Cooperation Agreement for a Mutual Finance Organization would be in the best interests of all participating members; and
WHEREAS, the members desire to enter into a written Interlocal Cooperation Agreement for a Mutual Finance Organization.
Motion by Lee, second by Felty, to approve a Special Designated Liquor License to Willow Springs Bottle Co. for a wedding reception on April 1, 2023 at the Mead Fire Hall. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 5-0.
UTILITIES/MAINTENANCE SUPERINTENDENT:
Thorson reported mentoring ongoing by the City of Wahoo and replacement of an actuator at the Water Treatment Plant. Clerk is to see if we can purchase the actuator, possibly a second at $2,300.00, each using USDA Grant dollars.

Building Permit 23-01 to David and Stacey Lincoln, 613 S. Vine Street, to erect a 6’ chain-link fence was accepted.
LIBRARY REPORT
The minutes of the January 5 Library Board Meeting were accepted.
Motion by Lee, second by Felty, to appoint Sara Else and Cara Simon to the Library Board. Vote: Simon-abstain, Thorson-yes, Wielage-yes, Felty-yes, Lee-yes; motion carried 4-0-1 abstention.

Moline reported upcoming annual event dates.
DISCUSSION ITEMS:
Lee asked that the hydrant located at 404 S. Cedar be replaced, place a fire hydrant by the wellhouse located at 213 E. Fourth Street to load fire trucks, and seek library to use their cricut to make Off-road Vehicle Permits.
