PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES
January 13, 2015
A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held January 13, 2015 at the Village Office. Chairman Guyle called the meeting to order at 6:00 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided to the Chairman and all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public. Answering roll call were Chairman Gary Guyle; Trustees Shawn Havelka and Richard Wielage. Absent was Trustee Rod Wimer. Also present was Clerk June Moline. Guests present were PJ Nicola, Julie Ogden and Emily Bausch.
The posting of the Open Meetings Law was noted.
Motion by Havelka, second by Wielage to adopt the amended agenda with the addition of Item S. 5. Water Issue. Vote: Guyle-yes, Havelka-yes, Wielage-yes, Wimer-absent; motion carried 3-0.
Chairman Guyle submitted the name of PJ Nicola to be considered to the fill the vacancy on the Board of Trustees.
Motion by Guyle, second by Wielage to appoint PJ Nicola as a member of the Board of Trustees. Vote: Havelka-yes, Wielage-yes, Wimer-absent, Guyle-yes; motion carried 3-0.
PJ Nicola was administered the Oath of Office.
The minutes of the December 9, 2014 Regular Meeting stood approved as presented.
Motion by Havelka, second by Wielage to approve the Treasurer’s Report showing $633,986.24 total checking/savings balance ending December 31, 2014. Vote: Nicola-yes, Wielage-yes, Wimer-absent, Guyle-yes, Havelka-yes; motion carried 4-0.
Motion by Havelka, second by Wielage to approve the claims of $22,077.45 for payment. Vote: Wielage-yes, Wimer-absent, Guyle-yes, Havelka-yes, Nicola-yes; motion carried 4-0. Claims being:

SCHEDULED GUEST:
Street Superintendent Julie Ogden presented the One and Six Year Street Plan. There was no action on the One Year Street Plan other than general maintenance and the Six Year Plan included paving First Street from Spruce Street to Co Rd 10 and Pine Street. Following discussion, N. Oak Street was added to the Six Year Street Plan. She discussed how street programs are funded and expenses allowed.
Wimer entered the meeting at 6:35 p.m.
Motion by Havelka, second by Wielage to enter a Public Hearing at 6:35 p.m. Vote: Wimer-yes, Guyle-yes, Havelka-yes, Nicola-yes, Wielage-yes; motion carried 5-0.
PUBLIC HEARING:
Motion by Wielage, second by Havelka to adopt the agenda. Vote: Guyle-yes, Havelka-yes, Nicola-yes, Wielage-yes, Wimer-yes; motion carried 5-0.
Discussion was held on the One and Six Year Street Plan.
Chairman called for public input.
Motion by Wielage, second by Wimer to adjourn at 6:36 p.m. and return to Regular Session. Vote: Havelka-yes, Nicola-yes, Wielage-yes, Wimer-yes, Guyle-yes; motion carried 5-0.
SCHEDULED GUEST:
Emily Bausch with Olsson Associates reported the process to update our Comprehensive Plan, availability and application deadlines for CDBG funding and procedure to abate property for nuisances.
UTILITY/MAINTENANCE SUPERINTENDENT REPORT: Nick Raver
Bids were presented for a tractor shredder and blade. Bids for the shredder being: Platte Valley Equipment: John Deere CX15 Flex Wing Rotary Cutter – 1000 RPM Stump $16,500 and Virgl Implement: Landpride 15’ Medium Duty $13,500 and Landpride 15’ Commander $16,000. Bids for the blade were: Platte Valley Equipment: Frontier 10’ Heavy Duty $4,000 and Virgl Implement: Rhino 10’ $5,900 and Rhino 12’ $7,500.
Motion by Wimer, second by Havelka to approve the purchase of the Landpride 15’ Commander Shredder for $16,000 and Rhino 12’ Blade for $7,500 from Virgl Equipment. Vote: Nicola-yes, Wielage-yes, Wimer-yes, Guyle-yes, Havelka-yes; motion carried 5-0.
Wimer indicated the test well would be drilled soon.
POLICE REPORT: Jerry Carlson
The Monthly Police Report was presented.
LIBRARY REPORT:
The minutes of the November 19, 2014 meeting were reviewed.
CLERK REPORT: June Moline
Moline reported maintenance required on water meters, Parachute Operations Community Event sponsored by the Nebraska National Guard is scheduled for February 7, and scheduled Village events for 2015. Events being: Dog and Cat Vaccination Clinic and License Day on April 4, Annual Garage Sale Day on May 2 and Clean Up Day scheduled for May 30.

Wimer introduced and motioned, second by Havelka to adopt Resolution 15-01, One Year and Six Year Plan for Street Improvement Program. Vote: Wielage-yes, Wimer-yes, Guyle-yes, Havelka-yes, Nicola-yes; motion carried 5-0.

RESOLUTION NO. 15-01
The following resolution was introduced by Wimer, who moved its adoption, and seconded by Havelka,
“WHEREAS, the Village Street Superintendent has prepared and presented a One Year and Six Year Plan for Street Improvement Program for the Village of Mead, Nebraska, and
WHEREAS, a public hearing was held on the 13thday of January 2015, to present this plan and there were no objections to said plan,
THEREFORE, BE IT RESOLVED BY THE Chairman and Village Board of Trustees of Mead, Nebraska that the plans and data as furnished are hereby in all things accepted and adopted.”
Wielage introduced and motioned, second by Wimer to adopt Resolution 15-02, Special Designated Liquor License for the Mead Volunteer Fire Department to serve alcohol during Mead Days, June 19, 20 and 21 at the Mead Park, with alternate location as the Community Building. Vote: Wimer-yes, Guyle-yes, Havelka-yes, Nicola-yes, Wielage-yes; motion carried 5-0.
RESOLUTION NO. 15-02
Village of Mead
A RESOLUTION TO ADOPT A POLICY REQUIRING A SPECIAL DESIGNATED LIQUOR LICENSE IS IN PLACE AT ALL PRIVATE OR PUBLIC FUNCTIONS HELD ON PUBLIC PROPERTY.
WHEREAS, the purchase of a Special Designated Liquor License must be obtained from the Nebraska Liquor Commission; and
WHEREAS, the applicant, Mead Volunteer Fire Department, submitted a request to submit an application to the Nebraska Liquor Control Commission for a Special Designated Liquor License for Mead Days celebration on Friday, June 19, 2015, Saturday, June 20, 2015, and Sunday, June 21, 2015 at the Mead Park, with alternate location at the Mead Community Building.
WHEREAS, the Village Board of Trustees received board approval to submit the application at the January 13, 2015 Regular Board Meeting; and
WHEREAS, the approved application shall be submitted to the Nebraska Liquor Commission by the Village Clerk ten (10) days prior to the event; and
WHEREAS, a fee of $120.00 ($40.00 per day) shall be submitted to the Commission along with the application.
Motion by Wielage, second by Havelka to approve Special Permit to Mead Days Committee allowing closure of First Street from Elm Street to Cedar Street during Mead Days, June 19, 20 and 21. Vote: Guyle-yes, Havelka-yes, Nicola-yes, Wielage-yes, Wimer-yes; motion carried 5-0.
Wimer introduced, second by Wielage to adopt Resolution 15-03, Interlocal Cooperation Agreement for a Mutual Finance Organization. Vote: Havelka-yes, Nicola-yes, Wielage-yes, Wimer-yes, Guyle-yes; motion carried 5-0.
RESOLUTION # 15-03
WHEREAS, certain municipalities and fire protection districts located in Saunders County, Nebraska desire to enter into an Interlocal cooperation agreement for the creation of a Mutual Finance Organization pursuant to Legislative Bill 1120, 1998;
WHEREAS, the Interlocal Cooperation Agreement for a Mutual Finance Organization would be in the best interests of all participating members; and
WHEREAS, the members desire to enter into a written Interlocal Cooperation Agreement for a Mutual Finance Organization.
NOW, THEREFORE, BE IT RESOLVED by the Chairperson and Board of Trustees of the Village of Mead, Nebraska:
Section 1. The Chairperson of the Board of trustees of the Village of Mead, Nebraska is merged for fire and rescue protection services with the Mead Rural Fire Protection Dist. #8 and their subdivision boundaries lie in shall not levy any property tax for the purpose of jointly funding the operations of all members of the Mutual Finance Organization and shall not have a board member;
Section 2. The Interlocal Cooperation Agreement for a Mutual Finance Organization shall not establish a separate legal entity, but rather shall be a joint and cooperative undertaking between the members and that a joint board shall be responsible for administering this joint and cooperative undertaking.
Discussion was held on completion of repairs on water meters and required inspection of meters.
Motion by Havelka, second by Wimer to adjourn at 8:28 p.m. Vote: Nicola-yes, Wielage-yes, Wimer-yes, Guyle-yes, Havelka-yes; motion carried 5-0.
