PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES
April 13, 2021
A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held April 13, 2021 at the Mead Community Building. Chairman Thorson called the meeting to order at 6:00 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided in the Wahoo Newspaper and to the Chairman and all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public. Answering roll call were Chairman William Thorson, Trustees Jason Felty, Jason Lee, and Dan Simon. Absent was Trustee Richard Wielage. Also present was Clerk June Moline. Guests were Barton Burcel, Aaron Ross, Dan DeHaan, Josh Girmus, Rodney and Peggy Wimer, Craig Reinsch, and Bryce Anderson.
Chairman Thorson called the meeting to order at 6:00 p.m.
The posting of the Open Meetings Law was noted.
Motion by Felty, second by Lee, to adopt the agenda. Vote: Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-absent; motion carried 4-0.
The minutes of the March 13 Regular Meeting, March 22 Special Meeting, and March 29 Special Meeting were accepted.
Motion by Simon, second by Thorson, to approve the Treasurer’s Report showing $728,971.28 total checking/savings balance ending March 31, 2021. Vote: Simon-yes, Thorson-yes, Wielage-absent, Felty-yes, Lee-yes; motion carried 4-0.
Motion by Lee, second by Felty, to authorize the Village Clerk and Chairman to approve the purchase of a Caterpillar C7.1 Packaged Generator Set and Caterpillar CTG Series Automatic Transfer Switch. Vote: Thorson-yes, Wielage-absent, Felty-yes, Lee-yes, Simon-yes; motion carried 4-0.
Motion by Felty, second by Simon, to approve the purchase of a Caterpillar C7.1 Packaged Generator Set and Caterpillar CTG Series Automatic Transfer Switch for $31,652.11 from NMC. Vote: Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-absent; motion carried 4-0.
Motion by Thorson, second by Lee, to approve Pay Certificate #9 to Neuvirth Construction in the amount of $133,285.00 for building construction and miscellaneous site features. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-absent, Felty-yes, Lee; motion carried 4-0.

SCHEDULED GUESTS:
Barton Burcel discussed the future purchase of ten acres south of Mead to construct a 12,000 to 14,000 sq. ft. building for an animal packing plant. Plans are to process sheep, goats, and beef, with the majority of the beef being boxed beef brought in for further processing. They anticipate processing up to 300 head per day of sheep and goats in an eight-hour shift and intend to hire 20 to 30 employees. Central Confinement Service, LLC has been contracted to perform a feasibility study, site-evaluation and preliminary and final design to be presented before the board in the near future.
Village Engineer Craig Reinsch of Olsson submitted consideration of a change order to Neuvirth due to additional required work at the water treatment facility. With additional funds available through the USDA grant he presented possible projects to consider having completed. Those projects being: existing well house demolition, perimeter fencing, existing building concrete (pole barn) and parking slab in front of the waste treatment facility. Thorson asked that payment for the generator be submitted with the grant dollars. Moline stated she will verify that is possible with the accountant as the generator is already in the current budget and will flow through Debt Service.
Motion by Simon, second by Lee, to approve Change Order #4 to Neuvirth Construction in the amount of $5,206.82 for wiring the generator and piping modifications for treat to waste as required by NDHHS. Vote: Thorson-yes, Wielage-absent, Felty-yes, Lee-yes, Simon-yes; motion carried 4-0.
Bryce Anderson, owner of Andy’s Trailer Park, sought information about placing a trailer / camper on Lot 7 on a temporary basis. He is willing to pay water / sewer hookup service on that lot even if the lot is not rented.
Rod and Peggy Wimer expressed concern about water standing on their property following recent rain showers due to the placement of concrete on N. Oak Street. Thorson will contact Street Superintendent Ogden regarding a resolution to this issue.
Motion by Felty, second by Simon, to adjourn to a public hearing at 6:51 p.m. Vote: Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-absent; motion carried 5-0.
PUBLIC HEARING:
Thorson called the public hearing to order at 6:51 p.m. Answering roll call were Chairman Thorson; Trustees Felty, Lee, and Simon. Absent was Trustee Wielage.
Motion by Thorson, second by Lee, to adopt the agenda. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-absent, Felty-yes; motion carried 4-0.
Thorson stated the purpose of the hearing was to hear testimony in regards to amending Chapter 11 Zoning Regulations; Article 3 Districts; Section 11-310 District (B-2) Neighborhood Business District, B. Permitted Conditional Uses, 1. Apartments above a store or shop, and renumber current regulations B. to C. and C. to D.
Thorson called for public input.

UNFINISHED BUSINESS:
Motion by Lee, second by Felty, to approve second reading of Ordinance No. 763, Water Rates.
NEW BUSINESS:
Discussion was held on amending Chapter 11 Zoning Regulations, Article 3 Districts, Section 11-310 District (B-2) Neighborhood Business District. Simon introduced and motioned to waive three readings and adopt Ordinance No. 765 to amend Chapter 11 Zoning Regulations. The motion was seconded by Lee. Vote: Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-absent; motion carried 4-0.

Applications for Dump master and Summer Maintenance Employee were reviewed. Hiring will be approved at the May 11 regular board meeting.
Lee introduced and motioned to waive three readings and adopt Ordinance No. 767, Wage for Dump master, Substitute Dump master, and Summer Maintenance Employee. Simon seconded the motion. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-absent, Felty-yes; motion carried 4-0.
ORDINANCE NO. 767
AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO PROVIDE FOR AMENDMENT OF THE WAGE OR SALARY OF THE SUMMER MAINTENACE EMPLOYEE, DUMPMASTER, AND SUBSTITUTE DUMPMASTER OF THE VILLAGE OF MEAD, NEBRASKA.
Motion by Felty, second by Lee, to approve a Special Permit to Twisted Thunder Fireworks to sell fireworks from June 25 through July 4, 2021 within the Village of Mead. Vote: Simon-yes, Thorson-yes, Wielage-absent, Felty-yes, Lee-yes; motion carried 4-0.
Motion by Simon, second by Thorson, to approve a Baling Alfalfa Agreement with Terry Miller to bale alfalfa at the lagoon site in 2021. Vote: Thorson-yes, Wielage-absent, Felty-yes, Lee-yes, Simon-yes; motion carried 4-0.
Review was held on financial institution interest rate proposals for a 36-month loan for the purchase of the generator. Proposed interest rates were: Bank of Mead 2.75%, Wahoo State Bank 3.75%, and Union Bank 8.49%.
Felty introduced and motioned to adopt, second by Simon, Resolution 21-03, Loan for 36 months with the Bank of Mead to finance the purchase of a Caterpillar C7.1 Package Generator Set and Caterpillar CTG Series Automatic Transfer Switch at a cost of $31,652.11 at an annual interest rate of 2.75%. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-absent, Felty-yes; Motion carried 4-0.
RESOLUTION 21-03
WHEREAS, the Board of Trustees of any village may by resolution provide for direct borrowing from a financial institution for the purchase of equipment, construction of improvements or refinancing of existing indebtedness upon a certification in the resolution authorizing the direct borrowing that:
WHEREAS, prior to approving direct borrowing, the board of trustees shall include in any public notice required for meetings a clear notation that the resolution authorizing direct borrowing from a financial institution will appear on the agenda; and to purchase a Caterpillar C7.1 Packaged Generator Set and Caterpillar CTG Series Automatic Transfer Switch at a cost of $31,652.11.
WHEREAS, the Board of Trustees deems it in the best interests of the Village of Mead to acquire said equipment by mutual agreement,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE VILLAGE OF MEAD, NEBRASKA, AS FOLLOWS:
Motion by Thorson, second by Lee, authorizing village approval for Karen’s Spirits and Smokes to serve alcohol at a June 5, 2021 wedding reception at the Mead Fire Hall. Vote: Simon-yes, Thorson-yes, Wielage-absent, Felty-yes, Lee-yes; motion carried 4-0.
Motion by Simon, second by Thorson, authorizing village approval for Mead Days Association to serve alcohol at a June 20, 2021 Car Show and Shine event at 102 W. Fourth Street. Vote: Thorson-yes, Wielage-absent, Felty-yes, Lee-yes, Simon-yes; motion carried 4-0.
Motion by Simon, second by Lee, to approve an Interlocal Agreement to spray mosquitos in 2021 with the City of Wahoo at a rate of $350.00 per application. Vote: Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-absent; motion carried 4-0.
Angie Siske inquired about the village continuing to maintain the ballfields. This will be included in the summer maintenance employee’s duties.
PLANNING COMMISSION REPORT:
The minutes of the March 22 Regular Meeting and Public Hearing (2) and permits accepted were:
21-04, Travis and Katie Wagenknecht, 1525 Co Rd 10 – construct an addition to house and deck and new deck; 21-05, Parry and Lisa Siebenaler, 105 N. Spruce Street – install a privacy fence and 21-06, Rogge General Contractors – construct an addition of a gymnasium, locker rooms and weight room at Mead High School, 114 N. Vine Street. Accepted was a replat to Wayne and Kim Thorson for 3.01 acres at 1032 Co Rd M.

LIBRARY REPORT:
The minutes of the April 6 Library Board Meeting were accepted.
CLERK REPORT: June Moline
Moline reported that Marilyn Jensen has volunteered to maintain the median located at the north entrance into Mead.
