PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

                                                         July 11, 2017

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held July 11, 2017 at the Village Office.  Chairman Havelka called the meeting to order at 6:00 p.m.  Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes.  Advance notice was also provided in the Wahoo Newspaper and to the Chairman and all members of the Board of Trustees.  All proceedings were held while the convened meeting was open to the public.  Answering roll call were Chairman Shawn Havelka; Trustees Jason Felty, Richard Wielage and Rod Wimer.  Absent was Trustee Gary Guyle.  Also present were Clerk June Moline, Utility/Maintenance Superintendent Nick Raver and Police Chief Jerry Carlson.  Guests were Patty Knott, Andrea Pummel, Timothy Price and Tracy Sterba.

 

The posting of the Open Meetings Law was noted.

 

Motion by Wielage, second by Felty to adopt the agenda. Vote:  Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

 

The minutes of the June 13, 2017 Regular Meeting were accepted as presented.

 

Motion by Havelka, second by Wimer to approve the Treasurer’s Report showing $707,863.66 total checking/savings balance ending June 30, 2017.  Vote: Havelka-yes, Wielage-yes, Wimer- yes, Felty-yes, Guyle-absent; motion carried 4-0.

 

Motion by Wielage, second by Felty to approve the claims of $36,962.09 for payment, with Felty abstaining on Check #130612.  Vote:  Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.  Claims being:

Clerk was instructed to contact Angie Siske to present a financial report for the Mead Ball Association at the August 8 meeting.

 

Motion by Havelka, second by Wimer to adjourn to a Public Hearing at 6:12 p.m.  Vote:  Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes; motion carried 4-0.

 

PUBLIC HEARING:

Answering roll call were Chairman Havelka; Trustees Felty, Wielage and Wimer.  Absent was Trustee Guyle.

 

Motion by Havelka, second by Felty to adopt the agenda.  Vote:  Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

 

Havelka stated the purpose of the hearing was to address a recommendation from the Planning Commission to amend Chapter 11, Zoning Regulations, of the Municipal Code.  Discussion was held, followed by a call for public input.

 

Felty introduced and motioned to waive three readings and adopt Ordinance No. 698, Amend Chapter 11, Zoning Regulations. Wimer seconded the motion.  Vote:  Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent; motion carried 4-0.

 

ORDINANCE NO. 698            

 

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO AMEND CHAPTER 11 ZONING REGULATIONS; ARTICLE 3 DISTRICTS, SECTION 11-304 (A-1) AGRICULTURAL, A. PERMITTED USES 12; 11-305 (SR) SUBURBAN RESIDENTIAL A. PERMITTED USES 10; 11-306 (R-1) SINGLE FAMILY RESIDENTIAL, A. PERMITTED USES 8; AND 11-307  (R-2) MULTIPLE FAMILY DISTRICT A. PERMITTED USES 11; TO PROVIDE THAT THE CHAIR AND THE APPROPRIATE DEPARTMENT, WHETHER ONE OR MORE, OF THE VILLAGE OF MEAD, NEBRASKA, ARE AUTHORIZED AND DIRECTED TO IMPLEMENT THIS ORDINANCE.

 

Motion by Havelka, second by Wielage to reconvene to regular session at 6:17 p.m.  Vote: Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.

 

UNSCHEDULED GUESTS:

Patty Knott and Timothy Pricesought a Special Designated Liquor License for a wedding reception at the Fire Hall planned for September 16.

 

Tracy Sterba asked for an additional extension of the nuisance abatement on their property.  She stated that Dan is working on the project but with job obligations the only time available to do so is during the weekend.  She sought a couple of months to have the property meet requirements.

 

POLICE / ZONING ADMINISTRATOR / NUISANCE ENFORCEMENT OFFICER REPORT:  Jerry Carlson

Carlson presented the Monthly Police Report and a complaint.  Carlson reported on the extension of Resolution 17-06 at Lots 7 and 8, Block 5, Anderson and Carlson’s Addition to Mead.  He stated clean-up of the property has been made but there is still a lot to do.

 

Motion by Havelka, second by Wimer to grant an extension of Resolution 17-06 until August 7 at which time Carlson is to report his findings to the board at the August 8 regular board meeting.

 

UTILITY/MAINTENANCE SUPERINTENDENT REPORT:  Nick Raver

Raver reported the pumps required for repairs at N. Third Circle residences are on backorder, will begin tarring streets, product ordered to remove trees at the lagoons, new locks installed on the dump and sewer gates, lead and copper testing completed and upcoming vacation dates.  He was directed to seek three bids for a skid loader, preferably a good, used one over a new one.

 

PLANNING COMMISSION REPORT:

The minutes of the June 26 Regular Meeting and Public Hearing and Permits were accepted.  Permits being:  17-13 Michael Stoltenberg to demolish a garage; 17-14 Michael Stoltenberg to construct a garage; and 17-15 Steve and Mary Mayfield to replace a chain-link fence.

 

LIBRARY REPORT:

The minutes of the June 21, 2017 Library Board Meeting were accepted.  The Library Board submitted requested raises for library personnel. 

 

CLERK REPORT:

Moline reported issuance of 74 pet licenses and 1 off-road permit to date, receipt of $100.00 grant from Saunders County Visitors Promotion and Improvement Committee in support of the 2017 Easter Egg Hunt, reported Mead Days Committee plans to purchase 3 trees for the park and provided a list of meters requiring maintenance.  She reported Accountant Ed Schroeder was in-house yesterday to complete the nine-month audit and address the upcoming fiscal year budget.

 

NEW BUSINESS:

Motion by Felty, second by Wimer to approve a permit to Colby Properties to cut the concrete curb at 120 N. Second Street to construct a residential driveway.  Vote:  Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

 

Havelka introduced and motioned, second by Wimer, to accept first reading of Ordinance No. 699, Water Rates.  Vote:  Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent; motion carried 4-0.

 

Motion by Felty, second by Wielage to approve a Special Designated Liquor License to Beckman’s Spirits to host a wedding reception at the Mead Fire Hall on September 16, 2017.  Vote:  Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.

 

Motion by Felty, second by Wimer to enter executive session at 6:58 p.m. to prevent needless injury to a person’s reputation for annual personnel evaluations.  Vote:  Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes; motion carried 4-0.

 

Motion by Wimer, second by Wielage to reconvene to regular session at 7:11 p.m.  Vote:  Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

 

Havelka introduced and motioned to waive three readings and adopt Ordinance No. 697, Set wages for the Utility/Maintenance Superintendent, Police Chief/Zoning Administrator/Nuisance Enforcement Officer, Library Director, Assistant Library Director and Library Aide.  Felty seconded the motion.  Vote:  Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes; motion carried 4-0.

 

ORDINANCE NO. 697

 

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO PROVIDE FOR AMENDMENT OF THE WAGE OR SALARY OF THE UTILITY/MAINTENANCE SUPERINTENDENT, POLICE CHIEF/ZONING ADMINISTRATOR/NUISANCE ENFORCEMENT OFFICER, LIBRARY DIRECTOR, ASSISTANT LIBRARY DIRECTOR AND LIBRARY AIDE OF THE VILLAGE OF MEAD, NEBRASKA.

 

Motion by Havelka, second by Wimer to adjourn at 7:12 p.m.  Vote:  Wielage-yes, Wimer-yes, Felty-yes; Guyle-absent, Havelka-yes; motion carried 4-0.
