PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES
May 10, 2016
A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held May 10, 2016 at the Village Office. Chairman Havelka called the meeting to order at 6:00 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided in the Wahoo Newspaper and to the Chairman and all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public. Answering roll call were Chairman Shawn Havelka; Trustees Jason Felty, Gary Guyle, Richard Wielage and Rod Wimer. Also present were Clerk June Moline and Utility/Maintenance Superintendent Nick Raver. Guests were Ken Laferriere and Terry and Sandra Purcell.
The posting of the Open Meetings Law was noted.
Motion by Wielage, second by Guyle to adopt the agenda. Vote: Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 5-0.
The minutes of the April 12 Regular Meeting & Public Hearing were approved as presented.
Motion by Guyle, second by Wielage to approve the Treasurer’s Report showing $750,273.56 total checking/savings balance ending April 30, 2016. Vote: Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes; motion carried 5-0.

PUBLIC HEARING:

Havelka stated the purpose of the hearing was to consider the final plats of Mead Public Schools Subdivision #1 and Mead Public Schools Subdivision #2.
Location of proposed utility services and size of the lots located in Mead Subdivision #2 were discussed. The Chairman called for public input. A letter was read from Connie Eckley, President of Aggregate Carriers, expressing her concern with houses being located south of her business. Aggregate Carriers is a trucking firm and one can expect trucks leaving the property as early as 3:00 a.m. and returning in the late evening hours. She reported one type of product that the firm hauls.
Guyle introduced and motioned to waive three readings and adopt Ordinance No. 679, Mead Public Schools Subdivision #1 and Ordinance No. 683, Mead Public Schools Subdivision #2. Second by Felty. Vote: Felty-yes, Guyle-yes, Havelka-yes, Wielage-no, Wimer-yes; motion carried 4-1.

POLICE / ZONING ADMINISTRATOR / NUISANCE ENFORCEMENT OFFICER REPORT: Jerry Carlson
The monthly police report was reviewed. Terry Purcell reported licensing and removal of numerous vehicles on his property. He was granted permission to complete the process on May 28 with the removal of a boat to be disposed of during Mead Clean-Up Day.
UTILITY/MAINTENANCE SUPERINTENDENT REPORT: Nick Raver
Raver reported storm sewer issues at Sixth and Cedar Streets. Discussion was held on cleaning of ditches and repair of the storm sewer to alleviate future flooding. Raver is seeking bids from OPPD for electrical services and SECO for installation costs to the building located at 309 W. Second Street. Concrete flooring at the building was listed as a future project. Future land annexation was discussed.
PLANNING COMMISSION REPORT:
The minutes of the April 25 Regular Meeting & Public Hearing were accepted. Building Permit 15-14 to Andy Carritt, 607 S. Oak Street, for an addition was cancelled. An accessory building on a property denied a permit by the Planning Commission was discussed. The permit was denied due to required footings based on the size of the building. The issue will be forwarded to Zoning Commissioner Carlson to address with the homeowner.
LIBRARY REPORT:
The minutes of the April 20, 2016 Library Board Meeting were accepted.
CLERK REPORT: June Moline
Moline reported upcoming Clean-Up Day on May 28, costs incurred for Mead Public Schools Subdivisions #1 and #2, and history of the water tower which was built in 1914.
NEW BUSINESS:
Motion by Wielage, second by Havelka to approve an agreement with Loftus Septic Pumping to rent two portable restrooms for the park at a cost of $100.00 each per month until July 6, 2016. Vote: Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-yes; motion carried 5-0.
Motion by Guyle, second by Wimer to approve an Agreement to Prepare the Ballfields for 2016 with Lyle Havelka at $20.00 per ballfield. Vote: Wielage-yes, Wimer-yes, Felty-yes, Guyle-yes, Havelka-abstain; motion carried 4-1, with one abstention.
Motion by Guyle, second by Wielage to approve an Interlocal Agreement with the City of Wahoo to spray mosquitoes for 2016 at a cost of $300.00 per application. Vote: Wimer-yes, Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes; motion carried 5-0.
Wimer introduced and motioned, second by Guyle, to adopt Resolution 16-09, Special Designated Liquor License to Michael Beckman to host a wedding reception for Tony Heinen / Christine Erdahl on June 11, 2016 at the Mead Community Building. Vote: Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 5-0.
RESOLUTION NO. 16-09
Village of Mead
A RESOLUTION TO ADOPT A POLICY REQUIRING A SPECIAL DESIGNATED LIQUOR LICENSE IS IN PLACE AT ALL PRIVATE OR PUBLIC FUNCTIONS HELD ON PUBLIC PROPERTY.
WHEREAS, the purchase of a Special Designated Liquor License must be obtained from the Nebraska Liquor Commission; and
WHEREAS, the applicant, Michael Beckman, submitted a request to submit an application to the Nebraska Liquor Control Commission for a Special Designated Liquor License to host a wedding reception on June 11, 2016 at the Mead Community Building.
WHEREAS, the Village Board of Trustees received board approval to submit the application at the May 10, 2016 Regular Board Meeting; and
WHEREAS, the approved application shall be submitted to the Nebraska Liquor Commission by the Village Clerk ten (10) days prior to the event; and
WHEREAS, a fee of $40.00 shall be submitted to the Commission along with the application.
An unsigned, written complaint was not addressed.
