  PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

September 8, 2015

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held September 8, 2015 at the Village Office.  Chairman Guyle called the meeting to order at 6:00 p.m.  Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes.  Advance notice was also provided in the Wahoo Newspaper and to the Chairman and all members of the Board of Trustees.  All proceedings were held while the convened meeting was open to the public.  Answering roll call were Chairman Gary Guyle; Trustees Shawn Havelka, PJ Nicola, Richard Wielage and Rod Wimer. Also present were Clerk June Moline, Utility/Maintenance Superintendent Nick Raver and Police Chief Jerry Carlson.  

 

The posting of the Open Meetings Law was noted.

 

Motion by Wielage, second by Wimer to adopt the agenda.  Vote:  Guyle-yes, Havelka-yes, Nicola-yes, Wielage-yes, Wimer-yes; motion carried 5-0.

 

The minutes of the August 11 Regular Meeting, August 11 Budget Workshop, August 18 Special Meeting and August 18 Budget Workshop stood approved as presented.  

 

Motion by Havelka, second by Wielage to approve the Treasurer’s Report showing $726,338.46 total checking/savings balance ending August 31, 2015.  Vote: Havelka-yes, Nicola-yes, Wielage-yes, Wimer-yes, Guyle-yes; motion carried 5-0. 

 

Motion by Wielage, second by Wimer to approve the claims of $88,690.17 for payment.  Vote:  Nicola-yes, Wielage-yes, Wimer-yes, Guyle-yes, Havelka-yes, with Wimer abstaining on Check #3329; motion carried 5-0. Claims being:

Motion by Havelka, second by Wielage to enter a Budget Workshop at 6:11 p.m.  Vote:  Wielage-yes, Wimer-yes, Guyle-yes, Havelka-yes, Nicola-yes; motion carried 5-0.

 

The board returned to a Public Hearing at 6:21 p.m. 

 

Chairman Guyle called the hearing to order at 6:21 p.m.

 

Motion by Wielage, second by Wimer to adopt the agenda.  Vote:  Guyle-yes, Havelka-yes, Nicola-yes, Wielage-yes, Wimer-yes; motion carried 5-0.

 

Guyle stated the purpose of the hearing was to address a request for a subdivision between Dale J. Konecky and Dorothy C. Konecky Revocable Trust and Doug Konecky.

 

Discussion resumed, followed by a call for public input.

 

Wielage introduced and motioned, second by Wimer to adopt Resolution 15-19, Subdivision between Dale J. Konecky and Dorothy C. Konecky Revocable Trust and Doug Konecky.  Vote:  Havelka-yes, Nicola-yes, Wielage-yes, Wimer-yes, Guyle-yes; motion carried 5-0.

RESOLUTION 15-19

 

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF MEAD, NEBRASKA, RECOMMENDS THE SUBDIVISION OF PROPERTY OWNED BY DALE AND DOROTHY KONECKY REVOCABLE TRUST.

           

WHEREAS, A plat has been submitted requesting to subdivide a parcel of land into two (2) lots with the subdivision to be hereinafter known as “Koneckys Subdivision”.

 

WHEREAS, The land which is the subject of this notice and the public hearing is described as follows:

WHEREAS, the members of the Mead Planning Commission of the Village of Mead, Saunders County, Nebraska, at a Public Hearing held Monday, August 24, 2015, has reviewed and recommended the subdivision of the property.

 

WHEREAS, the Board of Trustees of the Village of Mead, Saunders County, Nebraska, approves the subdivision of the parcel of land in Saunders County, Nebraska into two lots hereinafter known as “Koneckys Subdivision”.

 

Motion by Nicola, second by Havelka to return to Regular Session at 6:24 p.m.  Vote:  Nicola-yes, Wielage-yes, Wimer-yes, Guyle-yes, Havelka-yes; motion carried 5-0.

 

UTILITY/MAINTENANCE SUPERINTENDENT REPORT:  Nick Raver

Raver reported repair of a water line at N. Third Circle, with work planned to continue until all lines have been repaired which will allow better pressure to residents at N. Third Circle and topping of trees at the park.

 

POLICE / ZONING ADMINISTRATOR / NUISANCE ENFORCEMENT OFFICER REPORT:  Jerry Carlson

Officer Carlson presented the monthly police report.  Discussion was held on the current status of zoning and nuisance violations and report of cats running at large.

 

PLANNING COMMISSION REPORT:

The minutes of the August 24 Regular Meeting and August 24 Public Hearing stood approved as presented. 

 

LIBRARY REPORT: 

The minutes of the August 19 Library Board Meeting stood approved as presented.

 

CLERK REPORT:  June Moline

Moline reported completion of the Community Surveys and waiting for results from SENDD, scheduled vacation and audit for fiscal year 10/1/14 through 9/30/15 to be completed October 6 and 7.  The board reviewed obsolete equipment that needs to be deleted from village insurance coverage.

 

NEW BUSINESS:

Motion by Wimer, second by Wielage to accept a bid of $120.00 from Arkfeld Cleaning Services to clean the carpets in the village offices.  Vote:  Wielage-yes, Wimer-yes, Guyle-yes, Havelka-yes, Nicola-yes; motion carried 5-0.

 

The board reviewed AltEn’s request to modify their Solid Waste Compost Facility Permit. Since concerns have been expressed by the public, the board will seek a Public Hearing with the Nebraska Department of Environmental Quality.

 

Motion by Wielage, second by Wimer to adjourn at 7:09 p.m.  Vote:  Wimer-yes, Guyle-yes, Havelka-yes, Nicola-yes, Wielage-yes; motion carried 5-0.
