PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

                                                             August 9, 2016                       

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held August 9, 2016 at the Village Office.  Chairman Havelka called the meeting to order at 6:00 p.m.  Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes.  Advance notice was also provided to the Chairman and all members of the Board of Trustees.  All proceedings were held while the convened meeting was open to the public.  Answering roll call were Chairman Shawn Havelka; Trustees Jason Felty, Gary Guyle, Richard Wielage and Rod Wimer.  Also present were Clerk June Moline, Utility / Maintenance Superintendent Nick Raver, Police Chief Jerry Carlson and Library Directors Lori Moseman and  Laurie Van Ackeren. Guests were Ed Schroeder, Dick and Joan Swanson, Melissa Konecky, Viki Miller, Jan Behrens, Cheri Else, Paulette Mayfield, Connie Schliffke, Kristin Kavan, Denise Patocka and Jeannette Johnson.

 

The posting of the Open Meetings Law was noted.

 

Motion by Wielage, second by Felty to adopt the agenda. Vote:  Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 5-0.

 

The minutes of the July 12 Regular Meeting were approved as presented.

 

Motion by Guyle, second by Wimer to approve the Treasurer’s Report showing $759,364.83 total checking/savings balance ending July 31, 2016.  Vote: Guyle-yes, Havelka-yes, Wielage-yes, Wimer- yes, Felty-yes; motion carried 5-0. 

 

Motion by Guyle, second by Wielage to approve the claims of $40,644.89 for payment.  Vote:  Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes, but abstain on Check # 3561, Felty-yes; motion carried 5-0. Claims being:

Motion by Guyle, second by Felty to enter a Budget Workshop at 6:10 p.m.  Vote:  Wielage-yes, Wimer-yes, Felty-yes, Guyle-yes, Havelka-yes; motion carried 5-0.

 

BUDGET WORKSHOP:

Motion by Havelka, second by Wielage to adopt the agenda.  Vote:  Wimer-yes, Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes; motion carried 5-0.

 

Accountant Ed Schroeder presented the proposed budget for fiscal year October 1, 2016 through September 30, 2017.  Discussion was held on individual department requests. 

 

Havelka called for public input.  Several members of the audience discussed the library budget.

 

Motion by Felty, second by Wimer to reconvene to Regular Session at 7:16 p.m.  Vote:  Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 5-0.

 

UNSCHEDULED GUEST:

Jeannette Johnson presented surveys and activities completed by the Mead Community Group.  She announced her resignation from the group due to family issues and told the board they are always actively seeking new members.  At this time members are Joan Swanson, Mary Hanson and herself.  Informational brochures were left for the public.

 

POLICE / ZONING ADMINISTRATOR / NUISANCE ENFORCEMENT OFFICER REPORT:  Jerry Carlson

Carlson presented the Monthly Police Report.  Updates were reported:  A fence has been erected around the accessory building located at 414 S. Elm St.  The building was reduced to less than 150 sq. ft. so a Building Permit was not required.  However the fence was previously approved with Building Permit 07-21 indicating the fence was to be erected on the south side of the house, not the north side.  Therefore a Building Permit Application is to be made to the Planning Commission for approval to erect the fence.  Contact has been made by the firm financing the house located at 420 S. Oak Street.  The house has been declared a nuisance and condemned.  The firm is asking for additional time to resolve the matter prior to demolition by the village.  It was agreed to delay the nuisance deadline until after the firm meets to discuss a resolution at their August 10 meeting.  The owner of property located at 420 S. Cedar Street provided information with Raver that the garage is to be burned in the near future by the Mead Fire Department.  Discussion was held on removal of items from 1020 Co Rd M, Mead, due to a court order. A bid was presented from All Metals, Fremont to assist in the removal.

 

Motion by Wimer, second by Felty to approve the bid from All Metals to remove all wood / debris from the property, separate recyclable metals from the wood / debris and purchase at market price, containerize and transport the other wood / debris to the landfill.  The village will pay All Metals $125.00 per container plus the dump fee for each container, as well as $50.00 per man hour for the clean-up.  Vote:  Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes; motion carried 5-0.

 

UTILITY/MAINTENANCE SUPERINTENDENT REPORT:  Nick Raver

Raver reported notice of water violation due to a water test, replacement of concrete on specific streets, sewer drain issue located west of Mead Elementary School, water issues at the lagoon site and repair or replacement of numerous water meters.

 

PLANNING COMMISSION REPORT:

The minutes of the July 25 Regular Meeting were accepted.  Building Permits approved were:  16-09, Leo and Linda Sweet, 29 N. Vine Street to erect a 6’ privacy fence and 16-10, Mike Maly, 404 S. Cedar Street to erect a 4’ chain-link fence.  Discussion was held on consideration of an extension to Perry Storm for expired Building Permit 15-02 to relocate a house to 518 S. Spruce Street. 

 

Motion by Havelka, second by Guyle to void Building Permit 15-02 and issue a new Building Permit to Perry Storm to relocate a house to 518 S. Spruce Street.  Vote:  Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes; motion carried 5-0.

 

LIBRARY REPORT:

The minutes of the July 20 Library Board Meeting were accepted.

 

CLERK REPORT:  June Moline

Moline reported the issue of one Off-Road Vehicle Permit for a utility-type vehicle.

 

Motion by Guyle, second by Wielage to adjourn to Executive Session at 8:10 p.m. for the protection of the reputation of an individual – Police Chief.  Vote: Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-yes; motion carried 5-0.
