PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES
September 11, 2018

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held September 11, 2018 at the Village Office. Chairman Havelka called the meeting to order at 6:02 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided in the Wahoo Newspaper and to the Chairman and all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public. Answering roll call were Chairman Shawn Havelka; Trustees Jason Felty, Richard Wielage and Rodney Wimer. Absent was Trustee Gary Guyle. Also present were Clerk June Moline and Utility/Maintenance Superintendent Nick Raver. Guests were Mark Rezac and Greg Levigne.

The posting of the Open Meetings Law was noted.

Motion by Havelka, second by Wimer, to adopt the agenda. Vote: Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes; motion carried 4-0.

The minutes of the August 14 regular meeting, public hearing, and budget workshop were accepted as presented.

Motion by Havelka, second by Wimer, to approve the Treasurer’s Report showing $690,270.03 total checking/savings balance ending August 31, 2018. Vote: Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.

Motion by Wimer, second by Havelka, to accept the bid of $1,209.40 from Absolute Garage Door LLC to install a new garage door at the shop. Vote: Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.

Motion by Havelka, second by Wielage, to approve the claims of $65,821.97 for payment. Vote: Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, with Wimer abstaining on Check #4019 and Check #4026; motion carried 4-0. Claims being:

Motion by Havelka, second by Wimer, to adjourn to a budget hearing at 6:09 p.m. Vote: Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

BUDGET HEARING:
The hearing was called to order at 6:09 p.m. with the following board members answering roll call: Chairman Shawn Havelka; Trustees Jason Felty, Richard Wielage and Rodney Wimer. Absent was Trustee Gary Guyle.

Motion by Havelka, second by Wielage, to adopt the agenda. Vote: Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent; motion carried 4-0.

Havelka stated the purpose of the hearing was to discuss and adopt the final budget for the October 1, 2018 through September 30, 2019 fiscal year.

Havelka called for public input.

Motion by Havelka, second by Wimer, to adjourn to regular session at 6:22 p.m. Vote: Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.

REGULAR SESSION:
Motion by Havelka, second by Wimer, to adopt the October 1, 2018 through September 30, 2019 fiscal year budget. Vote: Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes; motion carried 4-0.

Motion by Wimer, second by Felty, to approve an additional 1% allowed increase. Vote: Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

Havelka introduced and motioned to adopt Resolution 18-07, Final Tax Levy of 50.8814 cents per one hundred dollars of actual valuation for the October 1, 2018 through September 30, 2019 fiscal year. The motion was seconded by Wielage. Vote: Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes; motion carried 4-0.

RESOLUTION 18-07
FINAL TAX LEVY

WHEREAS, the Chairman and Board of Trustees of the Village of Mead, Saunders County, Nebraska, has conducted a public hearing as prescribed by law and heard and considered comments concerning the propriety of the preliminary levy and the need to establish a different levy.

WHEREAS, the Chairman and the Board of Trustees of the Village of Mead, Saunders County, Nebraska, hereby finds and determines that it is in the best interest of the Village that a levy be set.

NOW, THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND THE BOARD OF TRUSTEES OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, that the final levy for the October 1, 2018 through September 30, 2019 fiscal year is set at 50.8814 cents per one hundred dollars of actual valuation.

The Monthly Police Report was reviewed.

UTILITY/MAINTENANCE SUPERINTENDENT REPORT: Nick Raver
Raver reported placement of concrete at the intersection of Co Rd 10 and S. First Street. Bill Thorson is handling the project. The board told Raver to report to Bill that the work must be guaranteed.

PLANNING COMMISSION REPORT:
The minutes of the August 27 Regular Meeting and Building Permit 18-20, Jason Schutes to construct a detached garage were accepted.

Motion by Havelka, second by Wielage, to approve Building Permit 18-21, Security Rentals, 1048 Sunburst Lane, to erect a pole building. Vote: Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.

LIBRARY REPORT:
The minutes of the August 20 Library Board Meeting were accepted.

Motion by Havelka, second by Felty, to approve Jennie Grasiani as a member of the Library Board. Vote: Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes; motion carried 4-0.

UNFINISHED BUSINESS:
Motion by Havelka, second by Wimer, to approve third reading and adopt Ordinance No. 715, amend Section 3-109, Water Rates. Vote: Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

ORDINANCE NO. 715

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO AMEND CHAPTER 3, DEPARTMENTS; ARTICLE 1, WATER DEPARTMENT; SECTION 3-109, MUNICIPAL WATER DEPARTMENT; MINIMUM RATES; OF THE MUNICIPAL CODE OF THE VILLAGE OF MEAD, NEBRASKA, BY THE AMENDMENT OF WATER RATES; TO PROVIDE THAT THE CHAIR AND THE APPROPRIATE DEPARTMENT, WHETHER ONE OR MORE, OF THE VILLAGE OF MEAD, NEBRASKA, ARE AUTHORIZED AND DIRECTED TO IMPLEMENT THIS ORDINANCE.

Motion by Havelka, second by Wielage, to approve third reading and adopt Ordinance No. 716, amend Section 3, Departments; Water and Sewer Requirements. Vote: Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes; Guyle-absent; motion carried 4-0.

ORDINANCE NO. 716

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO AMEND CHAPTER 3 OF THE MEAD MUNICIPAL CODE WHICH PROVIDES FOR WATER AND SEWER REGULATION; TO PROVIDE A PERMIT REQUIREMENT FOR ALL WATER WELL DRILLING WITHIN THE CORPORATE BOUNDARIES AND WITHIN ONE (1) MILE OF THE VILLAGE; TO REQUIRE WATER HOOKUP WITHIN THE CORPORATE LIMITS AND FOR PROPERTIES WITHIN THREE-HUNDRED (300’) FEET OF A WATER MAIN.

Motion by Havelka, second by Wimer, to approve second reading of Ordinance No. 719, amend Section 2-201, Library Board. Vote: Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.

NEW BUSINESS:
Mark Rezac, Prague Insurance Agency, reviewed the insurance bid submitted by Prague Insurance Agency at the August 14 Board of Trustees meeting. He reviewed costs of insurance, agents available for service, and his experience in the insurance field. The additional bid for insurance coverage for the village was from Inspro Insurance which was also submitted at the August 14 Board of Trustees meeting.

Motion by Havelka, second by Wimer, to accept Inspro Insurance as the agent for the village’s insurance coverage beginning October 1, 2018. A special meeting will be held on September 17 to approve the plan coverage. Vote: Felty-no, Guyle-absent, Havelka-yes, Wielage-abstain, Wimer-yes; motion carried 2-1, with Wielage abstaining.

The future of the depot building was discussed. Since no bid to purchase and remove the building from its present location was submitted by September 5 at 1:00 p.m. there was no need to hold the special meeting that evening at 6:00 p.m. Following an earlier inspection of the building it was felt the building is beyond repair and if the building is burned or demolished the site can be used for future park needs. Motion by Havelka, second by Wielage, to approach the Mead Fire Department to burn the building. Vote: Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent; motion carried 4-0.

Motion by Havelka, second by Wielage, to approve first reading of Ordinance No. 720, amend Section 1-901, Compensation; Municipal Officials. Vote: Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes; motion carried 4-0.

Clerk reported seepage into the basement of the library following heavy rainfall. Library Directors VanAckeren and Moseman and Clerk Moline removed items and mopped the water in the basement. VanAckeren and Moseman will investigate issues with the basement wall. Discussion was held on odor and storage of seed corn products at AltEn.
