PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES
June 14, 2022
A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held June 14, 2022 at the Mead Community Building. Chairman William Thorson called the meeting to order at 6:00 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided to all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public. Answering roll call were Chairman William Thorson; Board of Trustees Jason Lee and Richard Wielage. Absent was Trustees Jason Felty and Daniel Simon. Also present were Clerk June Moline and Utilities/Maintenance Superintendent Shannon Luetkenhaus. Guests were Julie Ogden, Monte Dakan, Levi Durnal, and Tracey Vogel.
The posting of the Open Meetings Law was noted.
Motion by Wielage, second by Lee, to adopt the agenda. Vote: Felty-absent, Lee-yes, Simon-absent, Thorson-yes, Wielage-yes; motion carried 3-0.
The minutes of the May 10 Regular Meeting were accepted.
Motion by Lee, second by Thorson, to approve the Treasurer’s Report showing $1,225,353.00 total checking/savings balance ending May 31, 2022. Vote: Simon-absent, Thorson-yes, Wielage-yes, Felty-absent, Lee-yes; motion carried 3-0.

Simon entered the meeting at 6:04 p.m.
SCHEDULED GUESTS:
Street Superintendent, Julie Ogden, presented documents outlining plans and costs regarding resurfacing of East First Street, Pine Street, and a portion of Spruce Street from the Cedar Street/Second Street intersection to N. First Street. Upon review, a letter will be mailed to property owners affected, inviting them to attend the July 12 board meeting to express their opinions on whether the board should proceed with the project.
Monte Dakan, Johnson Service Co., presented a proposal for maintenance and rehab of sewer pipes on an annual basis. This would also include placing a camera in the lines to inspect.
UNFINISHED BUSINESS:
Motion by Thorson, second by Wielage, to remove from the table, Master Agreement #4 with Olsson. Vote: Wielage-yes, Felty-absent, Lee-yes, Simon-yes, Thorson-yes; motion carried 4-0.
Discussed was that Olsson will locate water curb stops and sanitary sewer manholes, prepare GIS map, and provide training on general use and maintenance of the GIS system for water and sewer utilities at a cost of $41,700.00. The project will be supported by ARPA funds.
Motion by Wielage, second by Simon, to approve Master Agreement #4 with Olsson. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-absent; motion carried 4-0.
Motion by Simon, second by Lee, to remove from the table, the proposal from Johnson Service Co. Vote: Simon-yes, Thorson-yes, Wielage-yes, Felty-absent, Lee-yes; motion carried 4-0.
Following discussion, motion by Lee second by Thorson, to approve the proposal from Johnson Service Company to clean, vacuum, and CCTV collection system for years 2022 through 2026. An anticipated date to begin is as soon as possible with 2022 proposal of $6,738.00. Vote: Thorson-yes, Wielage-yes, Felty-absent, Lee-yes, Simon-yes; motion carried 4-0.
NEW BUSINESS:
Sealed bids were opened for the sale of the 2000 Ford Crown Victoria Vehicle. Bids being: Shannon Luetkenhaus $551.00, Tracy Vogel $1,736.51, and Tyler Carlson $2,500.00.
Lee introduced and motioned to waive three readings and adopt Ordinance No. 791, Sale of the 2000 Ford Crown Victoria Vehicle to Tyler Carlson for $2,500.00. Thorson seconded the motion. Vote: Wielage-yes, Felty-absent, Lee-yes, Simon-yes, Thorson-yes; motion carried 4-0.
ORDINANCE NO. 791
AN ORDINANCE OF THE VILLAGE OF MEAD, NEBRASKA, TO CONFIRM THE SALE OF THE FOLLOWING DESCRIBED PERSONAL PROPERTY, TO WIT: A) 2000 FORD CROWN VICTORIA VEHICLE, FOR THE TOTAL SUM OF A) $2,500.00; THROUGH BID PROCESS; TO AUTHORIZE THE CHAIR OF THE BOARD OF TRUSTEES OF THE VILLAGE OF MEAD, NEBRASKA, AND ITS CLERK, TO EXECUTE ANY AND ALL DOCUMENTS TO EFFECTUATE THE SALE OF THE AFORENOTED PERSONAL PROPERTY TO THE BUYER.
Simon introduced and motioned to adopt Resolution 22-05, Interlocal Cooperation Agreement for the creation of a Mutual Finance Organization. The motion was seconded by Lee. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-absent; motion carried 4-0.
RESOLUTION # 22-05
WHEREAS, certain municipalities and fire protection districts located in Saunders County, Nebraska desire to enter into an Interlocal cooperation agreement for the creation of a Mutual Finance Organization pursuant to Legislative Bill 1120, 1998;
WHEREAS, the Interlocal Cooperation Agreement for a Mutual Finance Organization would be in the best interests of all participating members; and
WHEREAS, the members desire to enter into a written Interlocal Cooperation Agreement for a Mutual Finance Organization.
NOW, THEREFORE, BE IT RESOLVED by the Chairperson and Board of Trustees of the Village of Mead, Nebraska:
Section 1. The Chairperson of the Board of Trustees of the Village of Mead, Nebraska is merged for fire and rescue protection services with the Mead Rural Fire Protection Dist. #8 and their subdivision boundaries lie in shall not levy any property tax for the purpose of jointly funding the operations of all members of the Mutual Finance Organization and shall not have a board member.
Section 2. The Interlocal Cooperation Agreement for a Mutual Finance Organization shall not establish a separate legal entity, but rather shall be a joint and cooperative undertaking between the members and that a joint board shall be responsible for administering this joint and cooperative undertaking.
Motion by Simon, second by Wielage, to approve an Interlocal Agreement with the City of Wahoo to spray mosquitoes on an as-needed basis at a rate of $400.00 per application in 2022. Vote: Simon-yes, Thorson-yes, Wielage-yes, Felty-absent, Lee-yes; motion carried 4-0.
Wielage introduced and motioned to waive three readings and adopt Ordinance No. 792, Amend Chapter 5, Sections 5-501, 5-502, 5-509 All-terrain Vehicles: Utility-type Vehicles and Section 5-610 Golf-car Vehicles, of the Municipal Code Book. A second was made by Thorson. Vote: Thorson-yes, Wielage-yes, Felty-absent, Lee-yes, Simon-yes; motion carried 4-0.
ORDINANCE NO. 792
AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO AMEND CHAPTER 5 TRAFFIC REGULATIONS; ARTICLE 5, ALL-TERRAIN, UTILITY-TYPE VEHICLES; SECTION 5-501. All-terrain VEHICLES: UTILITY-TYPE VEHICLES: DEFINED; SECTION 5-502. All-terrain vehicles; utility-type vehicles; operation; and section 5-509 All-terrain vehicles; utility-type vehicles; permit; AND ARTICLE 6, GOLF CAR VEHICLES, SECTION 5-601, GOLF CAR VEHICLES.

RESOLUTION NO. 22-06
A resolution of the Chairman and Board of Trustees of the Village of Mead, Nebraska, to provide for a Certificate of Occupancy.
WHEREAS, it is for the best interests of the Village of Mead, Nebraska that a Certificate of Occupancy be provided to residential property owners;
NOW, therefore, be it resolved by the Chairman and Board of Trustees of the Village of Mead, Nebraska:
Section 1: All homeowners completing construction on a residential property shall obtain a Certificate of Occupancy from the Building Inspector upon presentation of approved final inspections from contractors of the project prior to issuance of the certificate;
Section 2: That a Certificate of Occupancy shall be issued upon presentation of all final inspections from contractors of the project.
Motion by Lee, second by Simon, to approve $1,500.00 rental space in the park to Twisted Thunder Fireworks from June 22 through July 7. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-absent; motion carried 4-0.

ORDINANCE NO. 796
AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO PROVIDE FOR AMENDMENT OF THE WAGE OR SALARY OF THE POLICE – EVENTS OF THE VILLAGE OF MEAD, NEBRASKA.
Motion by Thorson, second by Lee, to approve a $50.00 donation to the Nebraska Rural Water Association Equipment Fund for discussion of GIS Mapping. Vote: Thorson-yes, Wielage-yes, Felty-absent, Lee-yes, Simon-yes; motion carried 4-0.
Motion by Simon, second by Wielage, to table action on the Risk Management Policy. Vote: Wielage-yes, Felty-absent, Lee-yes, Simon-yes, Thorson-yes; motion carried 4-0.
UTILITIES/MAINTENANCE SUPERINTENDENT REPORT: Shannon Luetkenhaus
Luetkenhaus reported monthly duties: mowing, maintaining gravel streets, maintaining and burning the brush pile, daily water plant routine, monthly equipment maintenance, and preparation for Mead Days.
Motion by Simon, second by Wielage, to allow 60 more days for removal of the bomb carts from the village Quonset or a rental fee will be applied. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-absent; motion carried 4-0.
PLANNING COMMISSION REPORT:
The minutes of the May 23 Regular Meeting were accepted.
Motion by Thorson, second by Simon, to close Resolution 20-10, Nuisance Declared on Lots 11-12, Block 5, Anderson & Carlson’s Addition to Mead. Vote: Wielage-yes, Felty-absent, Lee-yes, Simon-yes, Thorson-yes; motion carried 4-0.
Motion by Lee, second by Wielage, to allow a 60-day extension to R. Scott Morin on Building Permit 20-10 to construct a wood deck. Vote: Simon-yes, Thorson-yes, Wielage-yes, Felty-absent, Lee-yes; motion carried 4-0.
Motion by Simon, second by Lee, to allow a one-month extension to Greg and Laura Clark on Building Permit 21-03 to move in a modular house and construct a garage with variance issued. Vote: Thorson-yes, Wielage-yes, Felty-absent, Lee-yes, Simon-yes; motion carried 4-0.
Motion by Wielage, second by Simon, to approve an extension until August 1, 2022 for Yong Construction on Building Permit 21-20 to erect an 8′ chain-link fence with privacy screen. Vote: Wielage-yes, Felty-absent, Lee-yes, Simon-yes, Thorson-yes; motion carried 4-0.
LIBRARY REPORT:
The minutes of the June 7 Library Board Meeting were accepted.
POLICE REPORT: Thomas Sackett
Sackett reported receipt of equipment and computer for the department and training.
CLERK REPORT: June Moline
Moline reported 16 Off-road Permits sold to date, 35 pet licenses sold to date, response from County Clerk regarding option to hold elections at the Community Building, had been contacted earlier from a resident about replacement of lights at the ballfield and responded that the board has budgeted in this fiscal year for the replacement once an inspector of the poles can be hired, and accountants will be in-house on July 13 to complete the nine-month budget review and prepare the 9/1/2022 through 10/1/2023 budget.
