October 13, 2015
A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held October 13, 2015 at the Village Office. Chairman Guyle called the meeting to order at 6:00 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided to the Chairman and all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public. Answering roll call were Chairman Gary Guyle; Trustees Shawn Havelka, PJ Nicola and Richard Wielage. Absent was Trustee Rod Wimer. Also present were Clerk June Moline and Utility/Maintenance Superintendent Nick Raver. Guests were Melissa Konecky, Rian Harkins, Craig Reinsch, Ben Day, Brenda Halbmaier and Tanner Shaw.
The posting of the Open Meetings Law was noted.
Motion by Wielage, second by Havelka to adopt the agenda. Vote: Guyle-yes, Havelka-yes, Nicola-yes, Wielage-yes, Wimer-absent; motion carried 4-0.
The minutes of the September 8 Regular Meeting, September 8 Budget Hearing and September 8 Public Hearing stood approved as presented.
Motion by Wielage, second by Havelka to approve the Treasurer’s Report showing $735,069.07 total checking/savings balance ending September 30, 2015. Vote: Havelka-yes, Nicola-yes, Wielage-yes, Wimer-absent, Guyle-yes; motion carried 4-0.

SCHEDULED GUESTS:
Rian Harkins, Southeast Nebraska Development District (SENDD)
Rian reported the results of the Community Survey. The survey indicated that the Village of Mead did not meet the LMI (low to medium income) criteria for CDBG funding. Other possible financial resources will be explored for future projects.
Ben Day and Craig Reinsch, Olsson Associates
Ben reported results of the testing of a test well on land northeast of Mead. The results showed high level of nitrates, therefore this site is not an option to construct a well on. Several other areas surrounding Mead had been tested within the past several years which also proved unsuitable. An option is to complete the Water Treatment Study and consider a treatment plant, water tower and placement of a well at the south wellsite or drill a second well at the north wellsite. A second option would be to contract water services with the City of Wahoo. Options will be explored and a proposal / findings presented in the final report of the Water Treatment Study due December 30, 2015 to the DEQ.
Requirements forwarded from the Nebraska Department of Health and Human Services regarding the water load-out were discussed. An addition of a plate to the pipe above the bell is required and collection and approval of two water samples from the site.
Brenda Halbmaier
Brenda expressed concerns with the condition of the restrooms at the park. The board told her the women’s restroom was locked due to vandalism. The item will be placed on the November 10 agenda for further discussion. She also questioned why recycling services were removed in town. The board stated the increased rate to switch-out the roll-offs and increased use by non-residents.
Tanner Shaw, AltEn
Tanner was present to inquire about concerns with AltEn’s request to DEQ to amend their Solid Waste Compost Facility Permit. Board members have received several complaints of smell, age of the compost pile and concern of shipping of outside waste from out-of-state locations. Also mentioned was the requirements of the Conditional Use Permit that requires AltEn to report spreading dates and sites to the village and to notify residents within the required perimeter. Tanner stated that AltEn is striving to be good neighbors and the smell should improve within 6-8 months due to startup of the digester. Tanner is willing to address any concerns and will attend as many village board meetings to do so as needed. The board requested a Public Hearing to address these concerns to the DEQ. A Public Hearing will be held at a later date at which time the public may address their concerns regarding the amendment to the permit.

Moline reported completion of the audit for fiscal year October 1, 2014 through September 30, 2015 by Accountant Ed Schroeder, amendment recommendation to the Employee Handbook from our auditor regarding annual review of future hires, meters requiring repairs and Post-Christmas Party options.

RESOLUTION NO. 15-21
SALE OF PERSONAL PROPERTY
HAVING A VALUE LESS THAN $5,000.00
(NEB.REV.STAT. §17-503.01)
WHEREAS, the Village of Mead, Saunders County, Nebraska, is the owner of the following described personal property, to wit: 1) Sewer Jet Machine; 2) 1978 Ford 3600 Tractor; 3) Bush Hog Rotary Mower; 4) Bush Hog Blade; 5) Trencher Attachment; 6) Scoop Attachment, 7) Box Blade, and 8) (12) 42″ Wreathe Christmas Decorations.
WHEREAS, the Village of Mead, Nebraska, does not have a present need to retain ownership of said above described personal property, and,
WHEREAS, the Board of Trustees of the Village of Mead, Nebraska, have determined that the fair market value of the above described personal property is less than $5,000.00,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE VILLAGE OF MEAD, NEBRASKA, AS FOLLOWS:
1. That the above described personal property be sold by sealed bid on a date and time to be specified by the Board of Trustees of the Village of Mead, Nebraska
2. That the terms of said sale shall be 50% percent down on the date of the sale and the balance upon the adoption by the Board of Trustees of an Ordinance authorizing the sale of the above-described personal property.
3. That the Board of Trustees of the Village of Mead, Nebraska, shall provide a bill of sale to the above personal property indicating that said personal property is being sold “as is”, without warranty as to fitness or merchantability for any purpose, and that buyer thereof assumes all risk from the utilization of said personal property upon buyer’s possession of said item of personal property.
4. That the Buyer shall receive possession of the above-described item of personal property upon payment in full of the purchase price and the enactment of the aforenoted Ordinance.
5. That the Clerk of the Village of Mead, Nebraska, shall publish notice of the sale of the above described personal property as follows:
a. By posting a notice of intent to sell personal property in three (3) prominent places within the Village of Mead, Nebraska, for a period of not less than seven (7) days prior to the sale of the personal property.
6. If an item does not sell, the Board of Trustees may elect to scrap, destroy or forward the item to an auction service for dispersal.
A delinquent water/sewer bill was discussed. Complaints addressed were a tree obscuring vision at an intersection and a tree overhanging a sidewalk and that sidewalk in need of repair. Raver will contact the owner regarding the tree obscuring vision and Carlson is to contact owner regarding the tree / sidewalk issue.
