PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

May 13, 2025

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held May 13, 2025 at the Village Office. Chairman Thorson called the meeting to order at 6:00 pm. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided to all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public.  Answering roll call were Board Chairman William Thorson and Trustees Daniel Simon and Richard  w.  Absent were Trustees Jason Felty and Jason Lee. Also present was Clerk June Moline. Guest was Cara Simon.

 

The posting of the Open Meetings Law was noted.

 

Motion by Wielage, second by Simon, to adopt the agenda. Vote: Simon-yes, Thorson-yes, Wielage-yes, Felty-absent, Lee-absent; motion carried 3-0.

 

The minutes of the April 8 Regular Meeting and Public Hearing were accepted.

 

Motion by Simon, second by Wielage, to approve the Treasurer’s Report showing $1,329,474.25 total checking/savings balance ending April 30. Vote: Simon-yes, Thorson-yes, Wielage-yes, Felty-absent, Lee-absent; motion carried 3-0.

 

Motion by Wielage, second by Simon, to approve the claims of $29,842.01 for payment. Vote:  Thorson-yes, Wielage-yes, Felty-absent, Lee-absent, Simon-yes; motion carried 5-0. Claims being:

SCHEDULED GUEST

Cara Simon, representing Mead Public Schools PTO, requested that Elm Street from First Street to Oak Street be closed for a period of time for the Mead Days Fun Run. She said the organization is concerned with safety of young runners. The board stated that the PTO would be responsible for placement and removing of the cones and that they understand that residents who have property west of Elm Street shall be allowed to leave their properties if the need arises.

 

UNFINISHED BUSINESS

Clerk reported that the response from the attorney regarding collection of nuisance clean-up is spelled out in the village ordinance. Any clean-up completed by the village or contractor hired by the village would be handled as it has been in the past.

 

NEW BUSINESS

Motion by Thorson, second by Simon, to approve closure of Elm Street from First Street to Oak Street for a two-hour period during the Mead Days Fun Run. Vote: Wielage-yes, Felty-absent, Lee-absent, Simon-yes, Thorson-yes; motion carried 3-0.

 

Motion by Simon, second by Wielage, to approve Subordination Agreement and Environmental Covenant between AltEn, LLC and the Nebraska Department of Environment and Energy as recommended by Attorney Freeman-Caddy. Vote: Simon-yes, Thorson-yes, Wielage-yes, Felty-absent, Lee-absent; motion carried 3-0.

 

Motion by Thorson, second by Wielage, to table discussion on a Two-year Maintenance Service Agreement with NMC for maintenance to two generators. Tabled due to lack of the agreement on-hand. Vote: Thorson-yes, Wielage-yes, Felty-absent, Lee-absent; Simon-yes; motion carried 3-0.

 

Discussion on renewal of Agreement with The Burke District to maintain a deck and patio space on village right-of-way. The Agreement renewal date was the first meeting of April, 2025.

 

Motion by Simon, second by Wielage, to address a letter to the owner of the The Burke District asking what her intent is for the business. The owner needs to reply by June 1, or the Agreement will be null, and void and the deck will be required to be removed. Vote: Wielage-yes, Felty-absent, Lee-absent, Simon-yes, Thorson-yes; motion carried 3-0.

 

Motion by Thorson to approve a permit to Twisted Thunder Fireworks to set up a stand to sell fireworks at 220 E. Fourth Street, located behind the Community Building/Fire Station from June 20 – July 10. There is to be “no parking” on the apron to allow emergency vehicles access. The motion was seconded by Simon. Vote: Simon-yes, Thorson-yes, Wielage-yes, Felty-absent, Lee-absent; motion carried 3-0.

 

Thorson introduced and motioned to adopt Resolution 25-06, Lien on property described as Lots 10, 12, 14, and 16, Block 33, Original Town Mead in the amount of $151.18 for a delinquent water/sewer account. Wielage seconded the motion. Vote: Thorson-yes, Wielage-yes, Felty-absent, Lee-absent, Simon-yes; motion carried 3-0.

 

VILLAGE OF MEAD

RESOLUTION 25-06

 

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF MEAD, NEBRASKA, LEVYING A SPECIAL TAX AND ASSESSMENT IN THE AMOUNT OF $151.18 UPON LOTS 10, 12, 14 & 16 BLOCK 33 ORIGINAL TOWN MEAD, COMMONLY KNOWN AS 414 SOUTH ELM STREET, MEAD, SAUNDERS COUNTY, NEBRASKA, TO PAY THE COSTS OF $151.18 FOR WATER AND SEWER USAGE.

 

A proposal from Security Fence in the amount of $7,900.00 to remove and replace the gate at the water treatment plant was reviewed. Motion by Thorson, second by Wielage, to accept the proposal, contingent on Spectrum reimbursing the village for the damage to the gate. Vote: Wielage-yes, Felty-absent, Lee-absent, Simon-yes, Thorson-yes; motion carried 3-0.

 

Motion by Thorson, second by Simon, to expend KENO funds for the pickleball court to cover the cost of rebar and fencing. Vote: Simon-yes, Thorson-yes, Wielage-yes, Felty-absent, Lee-absent; carried 3-0.

 

Motion by Simon, second by Thorson, to reappoint Andrew Jackson and Austin Miller to three-year terms on the Planning Commission. Vote: Thorson-yes, Wielage-yes, Felty-absent, Lee-absent, Simon-yes; motion carried 3-0.

 

Thorson introduced and motioned to adopt Resolution 25-10, Lower Platte North NRD Hazard Mitigation Plan. The motion was seconded by Simon. Vote: Wielage-yes, Felty-absent, Lee-absent, Simon-yes, Thorson-yes; motion carried 3-0.

RESOLUTION NO. 25-10

 

WHEREAS, the Federal Disaster Mitigation Act of 2000 was signed in to law on October 30, 2000, placing new emphasis on state and local mitigation planning for natural hazards and requiring communities to adopt a hazard mitigation action plan to be eligible for pre-disaster and post-disaster federal funding for mitigation purposes; and

 

WHEREAS, a Multi-Jurisdictional Hazard Mitigation Plan was prepared by the Lower Platte North NRD, with assistance from JEO Consulting Group, Inc.

 

WHEREAS, the purpose of the mitigation plan was to lessen the effects of disasters by increasing the disaster resistance of the counties and participating jurisdictions located within the planning boundary by identifying the hazards that affect the Village of Mead and prioritize mitigation strategies to reduce potential loss of life and property damage from those hazards, and

 

WHEREAS, FEMA regulations require documentation that the plan has been formally adopted by the governing body of the Village of Mead in the form of a resolution and further requesting approval of the plan at the Federal Level.

 

Clerk reported the process to apply for the Source Water Grant.

 

UTILITIES / MAINTENANCE SUPERINTENDENT REPORT – Shannon Luetkenhaus

Thorson presented the written report of tasks completed: water plant maintenance, mowing, and maintenance on the mower, park, and dump. Future tasks are mulching at the park and flushing hydrants.

 

ZONING/BUILDING ADMINISTRATOR REPORT

Permits approved were 25-01, Virgil Frahm, 219 W. Sixth Street to construct wood steps (R-1) and 25-02, Draw Properties, 1589 Co Rd 10 to remove a wooden deck (C-2).

 

The board approved moving forward by authorizing hearings of the Planning Commission and Board of Trustees to address zoning changes on properties described as PT TR 9 NE SE (621’x332.5’) 35-15-8, TR W ½ SE 26-15-8, and 2-14-8 Joyce Circle that are improperly identified on the Official Zoning Map due to property dimensions.

 

CLERK REPORT – June Moline

Moline reported feedback from the attorney that all delinquent water/sewer accounts need to physically be turned off and the need to increase our water/sewer deposit. To date 41 pet licenses and 14 off-road permits have been issued. Mead Clean-up Day is June 7 from 8 am until 12 pm. The Warranty Notice for the First/Pine Street Projects expire in six months. If there are any issues that need to be addressed they need to be so within this time frame.

 

DISCUSSION ITEMS

Simon presented a request to dispose of trees removed along a county road. The request was denied.
