PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

January 10, 2023

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held January 10, 2023 at the Mead Community Building. Chairman William Thorson called the meeting to order at 6:00 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided to all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public.  Answering roll call were Chairman William Thorson; Board of Trustees Jason Felty, Jason Lee, and Richard Wielage. Absent was Trustee Daniel Simon. Also present were Clerk June Moline, Utilities/Maintenance Superintendent Shannon Luetkenhaus, and Police Chief Thomas Sackett.  Guests were Julie Ogden and Andy Jackson.

 

The posting of the Open Meetings Law was noted as placed on the table at the entrance.

 

Motion by Lee, second by Wielage, to adopt the agenda. Vote: Felty-yes, Lee-yes Simon-absent, Thorson-yes, Wielage-yes; motion carried 4-0.

 

Felty was administered the Oath of Office.

 

The minutes of the December 13, 2022 Regular Meeting and Public Hearing were accepted.

 

Motion by Wielage, second by Lee, to approve the Treasurer’s Report showing $1,253,650.30 total checking/savings balance ending December 31, 2022. Vote: Thorson-yes, Wielage-yes, Felty-yes, Lee-yes, Simon-absent; motion carried 4-0.

 

Motion by Felty, second by Thorson, to approve the claims of $30,937.85 for payment. Vote: Wielage-yes, Felty-yes, Lee-yes, Simon-absent, Thorson-yes; motion carried 4-0. Claims being:

SCHEDULED GUEST:

Street Superintendent Julie Ogden, JEO, reviewed the Preliminary Plan for the paving of First Street and Pine Street.  Noted items were: hope to take bids in February and award the project in March; width of Pine Street shall be as other streets in town with a distance of 31’; drainage and storm sewer concerns; consider boring under or open cut trench of Co Rd 10 to increase storm sewer capacity; slope of First Street to allow for maximum drainage; concrete costs continue to rise; tree removal; and targeted completion date is fiscal year end September 30, but completion may not be until the end of 2023 as the project is already behind schedule.

 

NEW BUSINESS:

The results of the Geotech explorations completed by Thiele Geotechnical Services for the paving project of First Street and Pine Street and Building and Demolition permits issued in 2022  were reviewed.

 

A request from a coach from another municipality inquired about use of the softball field for practice and games during 2023. Attorney Freeman-Caddy will be contacted to write a Local Agreement to be presented for review at the February 14 board meeting.  Discussion will also be held as to liability, responsibilities, regulations, priorities, and rental cost for the field.

 

A Special Designated Liquor License to Mead Fire Department for a Wild Game Feed on February 18 at the Mead Community Building and a Special Designated Liquor License to Mead Days Association at the park during Mead Days, June 16 and 17 were approved.

 

Motion by Lee, second by Felty, to approve a permit to close First Street between Elm Street and Vine Street on June 15, 16, and 17 during Mead Days and specific streets for the parade on June 17 and approve closure of Vine Street from Third Street to Fifth Street for a Car Show on June 18. Vote: Wielage-yes, Felty-yes, Lee-yes, Simon-absent, Thorson-yes; motion carried 4-0.

 

Motion by Lee, second by Thorson, to approve a Master Agreement for Professional Services with Olsson for engineering for 2023. Vote: Felty-yes, Lee-yes, Simon-absent, Thorson-yes, Wielage-yes; motion carried 4-0.

 

POLICE REPORT: Thomas Sackett

Officer Sackett reported patrolling of streets and observation at Mead High School basketball games and noted unregistered and unlicensed vehicles within village limits.

 

UTILITIES/MAINTENANCE SUPERINTENDENT: Shannon Luetkenhaus

Luetkenhaus reported maintenance at the Water Treatment Plant. Future projects on her list to complete are removal of the Christmas decorations and replacement of bulbs, assemble picnic table, and noted a trailer needs the floor replaced. Thorson reported a recent meeting with employees of the City of Wahoo, Luetkenhaus, Moline, and himself regarding contracted water services.  It was agreed communication is a top priority between the two parties..

 

CLERK REPORT: June Moline

Moline noted plans are that the February 14 meeting will be held at the Village Office.

 

Motion by Felty, second by Lee, to enter Executive Session at 6:41 p.m. to prevent needless injury to the reputation of the person and if such person has not requested a public hearing. Vote: Lee-yes, Simon-absent, Thorson-yes, Wielage-yes, Felty-yes; motion carried 4-0.

 

The board reconvened in Regular Session at 6:50 p.m.

 

Wielage introduced and motioned to waive three readings, second by Lee, to adopt Ordinance No. 806, Amend Wage of the Clerk/Treasurer. Vote: Thorson-yes, Wielage-yes, Felty-yes, Lee-yes, Simon-absent; motion carried 4-0.

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO PROVIDE FOR AMENDMENT OF THE WAGE OR SALARY OF THE CLERK/TREASURER OF THE VILLAGE OF MEAD, NEBRASKA.

 

Discussion was held on timeline of minutes submitted from the Library Board and Planning Commission.

 

Motion by Felty, second by Lee, to adjourn at 7:00 p.m. Vote: Wielage-yes, Felty-yes, Lee-yes, Simon-absent, Thorson-yes; motion carried 4-0.
