PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

January 12, 2021

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held January 12, 2021 at the Mead Community Building.  Chairman Thorson called the meeting to order at 6:00 p.m.  Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes.  Advance notice was also provided to the Chairman and all members of the Board of Trustees.  All proceedings were held while the convened meeting was open to the public.  Answering roll call were Chairman William Thorson, Trustees Jason Felty, Jason Lee, Dan Simon, and Richard Wielage.  Also present were Clerk June Moline and Utilities/Maintenance Superintendent Nick Raver.  Guests were Kylie Dorner and Julie Ogden.

The posting of the Open Meetings Law was noted.

Motion by Felty, second by Wielage, to adopt the agenda.  Vote:  Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-yes; motion carried 5-0.

The minutes of the December 8 Regular Meeting and two Public Hearings were accepted.

Motion by Wielage, second by Lee, to approve the Treasurer’s Report showing $814,664.40 total checking/savings balance ending December 31, 2020.  Vote:  Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 5-0.

Motion by Felty, second by Thorson, to approve Pay Certificate #6 to Neuvirth Construction in the amount of $236,600.00 for building construction, utilities, and sidewalk installation.  Vote:  Simon-yes, Thorson-yes, Wielage-yes, Felty-yes Lee-yes; motion carried 5-0.

SCHEDULED GUEST: 

Julie Ogden presented a schedule of the paving project completed to this point along N. Oak Street.  She noted days delayed due to Covid-19, flooding at other projects thereby delaying the project, Thanksgiving holiday, and issues with Windstream.  Seeding, erosion, and silt fence will complete the project in early spring, 2021.  Resolution for the 15-day delay and extra items that M.E. Collins completed, but have not charged the village at this point, will be discussed at a future meeting.

Motion by Simon, second by Felty, to approve Pay Certificate #3 to M.E. Collins in the amount of $32,207.50 for concrete work at N. Oak Street.  Vote:  Thorson-yes, Wielage-yes, Felty-yes, Lee-yes, Simon-yes; motion carried 5-0.

Motion by Thorson, second by Lee, to approve the claims of $355,358.21 for payment.  Vote: Wielage-yes, Felty-yes, Lee-yes, Simon-yes, Thorson-yes; motion carried 5-0.  Claims being:

POLICE REPORT:  Jerry Carlson

The monthly police report was reviewed.  Discussion was held on possible interim police coverage during Carlson’s absence.

 

UTILITY/MAINTENANCE SUPERINTENDENT REPORT: Nick Raver

Raver reported annual inspection of Well 92-1 by Sargent Drilling, scheduled inspection in May of the water system by the Department of Health and Human Services, and numerous inspections will be required of the water system once construction is completed this summer.

 

CLERK REPORT:  June Moline

Moline reported the scheduling of upcoming events:  Dog and Cat Vaccination / License Day at the Mead Community Building on March 27 from 1:30 p.m. – 3:00 p.m., Mead Garage Sale Day on May 1 from 8:00 a.m. – 2:00 p.m., and Mead Clean-up Day on June 12 along Vine Street from Third Street to Fourth Street from 9:00 a.m. – 12:00 p.m.  Discussion was held on timeline for increasing water rates as required by the USDA to obtain the water loan.

UNFINISHED BUSINESS:

Discussion was held on clarification of a section of the Neighborhood Business District.

NEW BUSINESS:

The 2020 Building and Demolition Permit Report was distributed.  Discussion was held on recent activities at AltEn.  Numerous articles and telecasts have been reported on stockpiling of seed corn products.  Thorson attended the January 12 meeting of the Board of Supervisors to discuss the issue.

Motion by Felty, second by Wielage, to void Change Order #3 to Neuvirth Construction which was approved at the December 8, 2020 meeting for an increase in the amount of $15,893.04.  Vote:  Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-yes; motion carried 5-0.

Motion by Thorson, second by Wielage, to approve Change Order #3 to Neuvirth Construction in the amount of $8,741.31 due to design amendment.  Vote:  Lee-yes, Simon-yes, Thorson-yes Wielage-yes, Felty-yes; motion carried 5-0.

Motion by Wielage, second by Lee, to approve the following street closings:  Mead Days Committee on June 18 and 19 during Mead Days and Robert Hannan on June 20 for a
Shine and Show Car Show.  Vote:  Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-yes; motion carried 5-0.

Discussion was held on citizen’s request for construction of a sidewalk from N. Third Circle to Mead Elementary School.

Motion by Wielage, second by Simon, to adjourn to executive session at 7:08 p.m. for job performance of personnel, in order to prevent needless injury to the person involved.  Vote:  Thorson-yes, Wielage-yes, Felty-yes, Lee-yes, Simon-yes; motion carried 5-0.

Motion by Felty, second by Lee, to reconvene in general session at 7:18 p.m.  Vote:  Wielage-yes, Felty-yes, Lee-yes, Simon-yes, Thorson-yes; motion carried 5-0.

Wielage introduced, motioned to waive three readings, and adopt Ordinance No 759, Wage increase of 3% to Clerk/Treasurer.  The motion was seconded by Simon.  Vote:  Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-yes; motion carried 5-0.
