PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

March 11, 2025

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held March 11, 2025 at the Village Office. Chairman Thorson called the meeting to order at 6:00 pm. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided to all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public.  Answering roll call were Board Chairman William Thorson and Trustees Jason Felty, Jason Lee, Daniel Simon, and Richard Wielage.  Also present was Clerk June Moline. Guest was Yvette Furnia.

 

The posting of the Open Meetings Law was noted.

 

Motion by Felty second by Lee, to adopt the agenda. Vote: Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-yes; motion carried 5-0.

 

The minutes of the February 11 Regular Meeting were accepted.

 

Motion by Simon, second by Lee, to approve the Treasurer’s Report showing $1,360,233.35 total checking/savings balance ending February 28. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes;  motion carried 5-0.

 

Motion by Felty, second by Wielage, to approve the claims of $25,515.00 for payment. Vote:  Thorson-yes, Wielage-yes, Felty-yes, Lee-yes, Simon-yes; motion carried 5-0. Claims being:

UTILITIES/MAINTENANCE SUPERINTENDENT REPORT – Shannon Luetkenhaus

Thorson reported daily tasks at the water treatment plant, snow removal, locate fees, Spectrum review, meter repairs, and shop work.

 

CLERK REPORT – June Moline

Moline reported a delinquent water / sewer account, non-working meters, and meter repair with Sensus representatives.

 

Due to issues with having to estimate water usage when meters are not working, motion by Thorson, second by Simon, to forgive usage when the actual usage reading is above the estimated usage and reimburse the account holder when the estimated usage is above the actual usage reading. Vote: Thorson-yes, Wielage-yes, Felty-yes, Lee-yes, Simon-yes; motion carried 5-0l

 

NEW BUSINESS

A request for support of Mead Days was noted and budgeted donation made.

 

Discussion was held on an Interlocal Agreement with the City of Yutan for police protection. Coverage and recent activities by the Yutan Police Department were reviewed. Further discussion will take place after the agreement has been forwarded to the village. Future creation of a model for the Wellhead Protection Area was also reviewed. Further discussion will be held next month on this topic.

 

Felty introduced and motioned to suspend statutory rules in regard to passage and adoption of ordinances for Ordinance No. 839, Grant a non-exclusive franchise to Waste Connections to collect and dispose of garbage for the citizens of Mead and Ordinance No. 840, Grant a non-exclusive franchise to Roadrunner Transportation to collect and dispose of garbage for the citizens of Mead. Wielage seconded the motion. Vote: Wielage-yes, Felty-yes, Lee-yes, Simon-yes, Thorson-yes; motion carried 5-0.

 

Motion by Wielage, second by Lee, to adopt Ordinance No. 839 and Ordinance No. 840. Vote: Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-yes; motion carried 5-0.

 

ORDINANCE NO. 839

 

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO GRANT TO WASTE CONNECTIONS, A NON-EXCLUSIVE FRANCHISE TO COLLECT AND DISPOSE OF THE GARBAGE OF THE RESIDENTS OF THE VILLAGE OF MEAD, PURSUANT TO THE COMMERCIAL GARBAGE HAULERS FRANCHISE ORDINANCE OF THE VILLAGE OF MEAD, NEBRASKA, SECTION 10-403 OF THE MUNICIPAL CODE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA.

 

ORDINANCE NO. 840

 

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO GRANT TO ROADRUNNER TRANSPORTATION LLC, A NON-EXCLUSIVE FRANCHISE TO COLLECT AND DISPOSE OF THE GARBAGE OF THE RESIDENTS OF THE VILLAGE OF MEAD, PURSUANT TO THE COMMERCIAL GARBAGE HAULERS FRANCHISE ORDINANCE OF THE VILLAGE OF MEAD, NEBRASKA, SECTION 10-403 OF THE MUNICIPAL CODE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA.

 

It was noted that posting will take place for the summer maintenance position. Two complaints from citizens were reviewed.

 

Discussion was held on concerns of installation of fiber being completed by Spectrum, comments of chickens on Facebook, and possible request for street closures for the Fun Run held during Mead Days.

 

Motion by Felty, second by Wielage, to adjourn at 7:06 pm. Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 5-0.
