PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

                                                         April 11, 2017

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held April 11, 2017 at the Village Office.  Chairman Havelka called the meeting to order at 6:02 p.m.  Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes.  Advance notice was also provided to the Chairman and all members of the Board of Trustees.  All proceedings were held while the convened meeting was open to the public.  Answering roll call were Chairman Shawn Havelka; Trustees Jason Felty and Rod Wimer.  Absent were Trustees Gary Guyle and Richard Wielage.  Also present were Clerk June Moline and Utility/Maintenance Superintendent Nick Raver.  Guests were Cody Wickham and Craig Reinsch.

 

The posting of the Open Meetings Law was noted.

 

Motion by Havelka, second by Felty to adopt the agenda. Vote:  Felty-yes, Guyle-absent, Havelka-yes, Wielage-absent, Wimer-yes; motion carried 3-0.

 

The minutes of the March 14, 2017 Regular Meeting and Public Hearing were approved as presented.

 

Motion by Havelka, second by Wimer to approve the Treasurer’s Report showing $670,873.39 total checking/savings balance ending March 31, 2017.  Vote: Havelka-yes, Wielage-absent, Wimer- yes, Felty-yes, Guyle-absent; motion carried 3-0.

 

Trustee Wielage entered the meeting at 6:04 p.m. 

 

Motion by Wimer, second by Felty to approve the claims of $36,391.79.  Vote:  Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.  Claims being:

SCHEDULED GUESTS:

Cody Wickham, D.A. Davidson – Mr. Wickham presented a proposal for interim financing for the water project. 

 

Craig Reinsch, Olsson Associates – Engineer Reinsch reported concerns with the pumping capacity of the test well.  Wimer indicated that AWS would address the issue the following day and see if the capacity improves.  If not the board may have to relocate the well elsewhere on the site.  Results of the full well scan were provided.  Construction costs for the Mead water treatment facility site wastewater was discussed.  Options presented were:  1.  A combined wastewater pumping station located south of First and Oak Streets that would serve possible development on the east side of the Oak Street ROW between First and Second Streets, lower the manhole at First and Oak Streets, as well as handle the backwash water and wastewater from the new water treatment facility.  The flow would be routed to the 8” sewer on First Street and would serve to flush out this part of the sewer.  This cost is $200,000.00.  2.  A grinder pump to handle the building wastewater (only) near the site entry, and a smaller pump in the backwash tank to handle the backwash water.  This water would be pumped to the 6” sewer on Second Street.  The cost for the second option is $80,000.00.  The board opted to have both options designed and present the results at a future meeting.  Numerous timelines for the project were presented.

 

POLICE / ZONING ADMINISTRATOR / NUISANCE ENFORCEMENT OFFICER REPORT:  Jerry Carlson

The Monthly Police Report was reviewed.

 

UTILITY/MAINTENANCE SUPERINTENDENT REPORT:  Nick Raver

Raver reported concerns with the proposed water project and that Cory Sorensen was willing to supply personnel when a section of concrete is poured on N. Second Street due to his need of hooking sewer lines to his property for new homes.  The plan is to complete this project in the next couple of weeks and would require closure of N. Second Street for a period of time.

 

PLANNING COMMISSION REPORT:

The minutes of the March 27, 2017 Regular Meeting and Demolition Permit 17-02 to John and Laura Benal to demolish a deck and Building Permits 17-03 to John and Laura Benal to construct a concrete porch with a cover and 17-04 to Rusty Lihs to erect a privacy fence were accepted.  Expired Building Permits were reported and requested for re-issue.  Approval was granted to re-issue the expired permits.

 

LIBRARY REPORT:

The minutes of the March 15, 2017 Library Board Meeting were accepted. 

 

CLERK REPORT:

Moline reported a recent telephone conversation with the Saunders County Treasurer regarding property tax payments for AltEn and the status of the property located at 522 S. Elm Street.

 

UNFINISHED BUSINESS:

Wimer motioned to approve second reading and waive third reading and adopt Ordinance No. 692, Non-exclusive franchise to Waste Connections to collect garbage; Ordinance No. 693, Non-exclusive franchise to Roadrunner Transportation to collect garbage; and Ordinance No. 694, Non-exclusive franchise to S-2 Refuse and Recycling to collect garbage.  The motion was seconded by Wielage.  Vote:  Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

 

ORDINANCE NO. 692

 

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO GRANT TO WASTE CONNECTIONS, A NON-EXCLUSIVE FRANCHISE TO COLLECT AND DISPOSE OF THE GARBAGE OF THE RESIDENTS OF THE VILLAGE OF MEAD, PURSUANT TO THE COMMERCIAL GARBAGE HAULERS FRANCHISE ORDINANCE OF THE VILLAGE OF MEAD, NEBRASKA, SECTION 10-403 OF THE MUNICIPAL CODE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA.

 

ORDINANCE NO. 693

 

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO GRANT TO ROADRUNNER TRANSPORTATION LLC, A NON-EXCLUSIVE FRANCHISE TO COLLECT AND DISPOSE OF THE GARBAGE OF THE RESIDENTS OF THE VILLAGE OF MEAD, PURSUANT TO THE COMMERCIAL GARBAGE HAULERS FRANCHISE ORDINANCE OF THE VILLAGE OF MEAD, NEBRASKA, SECTION 10-403 OF THE MUNICIPAL CODE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA.

 

ORDINANCE NO. 694

 

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO GRANT TO S2 RECYCLING AND REFUSE, A NON-EXCLUSIVE FRANCHISE TO COLLECT AND DISPOSE OF THE GARBAGE OF THE RESIDENTS OF THE VILLAGE OF MEAD, PURSUANT TO THE COMMERCIAL GARBAGE HAULERS FRANCHISE ORDINANCE OF THE VILLAGE OF MEAD, NEBRASKA, SECTION 10-403 OF THE MUNICIPAL CODE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA.

 

Discussion was held on repairs of the west restrooms at the park.  Big Red Improvement presented a bid of $1,325.00 to make the improvements.  Motion by Wielage, second by Felty to accept the bid minus $150.00 to install hose bib at the front of the building which lowered the bid to $1,175.00.  Raver indicated he would install the hose bib.  Vote:  Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent; motion carried 4-0.

 

NEW BUSINESS:

Discussion of the rental agreement of the depot was tabled until the June 13 meeting.  No action was taken on a bid from SECO to replace 8 GFCI receptacles at the park as Raver stated he had already done so.  The water shut-off procedure was discussed. 

 

Motion by Havelka, second by Felty, to appoint Terry Miller, Nick Raver and Jerry Carlson to serve on the Special Commission to ascertain the amount of special damages to vacate the alley in Block 2 Hanson’s First Addition and a portion of North Third Street.  Vote:  Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.

 

No action was taken on selecting interim financing for the water project.  Moline indicated that no one has applied for the position of custodian for the park restrooms.  An application was reviewed to prepare the softball / baseball fields.

 

Motion by Wimer, second by Wielage to hire Jacob Felty to prepare the softball / baseball fields at a rate of $20.00 per preparation.  Vote:  Wimer-yes, Felty-abstain, Guyle-absent, Havelka-yes, Wielage-yes; motion carried 3-1-1.

 

Havelka will contact the representative from Gretna Sanitation indicating that they are welcome to submit a bid for garbage pick-up in the village.  The Nebraska Department of Environmental Quality’s recent inspection of the dumpsite was reviewed.  Future water rate increment increases was tabled.  A rate for a simple lot split will not be considered.  Marilyn Jensen has volunteered to maintain the median again this summer.

 

Motion by Wimer, second by Wielage to adjourn at 8:26 p.m.  Vote:  Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.
