PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

May 10, 2022

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held May 10, 2022 at the Mead Community Building.  Chairman William Thorson called the meeting to order at 6:00 p.m.  Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes.  Advance notice was also provided to all members of the Board of Trustees.  All proceedings were held while the convened meeting was open to the public.  Answering roll call were Chairman William Thorson; Board of Trustees Jason Felty, Daniel Simon, and Richard Wielage. Absent was Trustee Jason Lee.  Also present were Clerk June Moline and Utilities/Maintenance Superintendent Shannon Luetkenhaus.  Guest was Angel Lowery.

 

The posting of the Open Meetings Law was noted.

 

Motion by Wielage, second by Felty, to adopt the agenda.  Vote:  Felty-absent, Lee-absent, Simon-yes, Thorson-yes, Wielage-yes; motion carried 4-0.

 

The minutes of the April 12 Regular Meeting were accepted.

 

Motion by Wielage, second by Thorson, to approve the Treasurer’s Report showing $1,157,921.67 total checking/savings balance ending April 30, 2022.  Vote: Lee-absent, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 4-0.

 

Motion by Felty, second by Wielage, to approve the claims of $35,649.26 for payment.  Vote:  Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-absent; motion carried 4-0.  Claims being:

SCHEDULED GUESTS:

Angel Lowery, Olsson, reviewed the Master Agreement Work Order #4 for water and sewer studies including GIS Mapping of water and sewer utilities.  She reported that water and sewer surveys would be completed.  Collected would be population data, survey, and water main study.  A hydraulic model would show the capacity and accessible locations of the sanitary and storm sewer systems, water areas with low pressure due to pipe size, and process field data and prepare utility locations for import into ArcGIS program to help locate and maintain water hydrants, valves, curb stops, and manholes.

 

NEW BUSINESS:

Wielage introduced and motioned to adopt Resolution 22-04, Sale of 2000 Ford Crown Victoria Vehicle by posting at three locations within the village to accept bids. Simon seconded the motion.  Vote:  Wielage-yes, Felty-yes, Lee-absent, Simon-yes, Thorson-yes; motion carried 4-0.

 

RESOLUTION NO. 22-04

SALE OF PERSONAL PROPERTY

HAVING A VALUE LESS THAN $5,000.00

(NEB.REV.STAT. §17-503.01)

 

            WHEREAS, the Village of Mead, Saunders County, Nebraska, is the owner of the following described surplus personal property, to wit: 1) 2000 Ford Crown Victoria Vehicle

 

            WHEREAS, the Village of Mead, Nebraska, does not have a present need to retain ownership of said above-described personal property, and,

 

            WHEREAS, the Board of Trustees of the Village of Mead, Nebraska, have determined that the fair market value of the above-described personal property is less than $5,000.00,

 

            NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE VILLAGE OF MEAD, NEBRASKA, AS FOLLOWS:

 

  1. That the above described personal property be sold by sealed bid on a date and time to be specified by the Board of Trustees of the Village of Mead, Nebraska.

 

Thorson indicated that he was interested in the repairs to the shed located at the Water Treatment Facility and that he had signed NADC Form 3.  Bids were opened to insulate, add lighting, and widen and replace door at the shed located at the Water Treatment Facility.  Bids being:  TRS Construction $42,800.00, Buckmaster Construction $29,952.69, and Big Red Home Improvement $24,500.00.

 

Motion by Felty, second by Wielage, to accept the bid From Big Red Home Improvement of $24,500.00 to insulate, add lighting, and widen and replace the door at the shed located at the Water Treatment Facility.  Vote:  Felty-yes, Lee-absent, Simon-yes, Thorson-abstain, Wielage-yes; motion carried 3-1, with Thorson abstaining.

 

No bids were submitted for the sale of surplus equipment; therefore, the equipment will be scrapped.

 

Motion by Simon to introduce and motion to waive three readings and adopt Ordinance No. 789, Amend Zoning Map.  Second was by Wielage. Vote:  Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-absent; motion carried 4-0. The updated map was created by Olsson.

 

ORDINANCE NO. 789

 

AN ORDINANCE OF THE VILLaGE OF MEAD, NEBRASKA to amend the zoning map of the Village of Mead Nebraska.

 

Motion by Thorson, second by Felty, to purchase a $50,000.00 10-year Term Life Insurance policy through Pacific Life for Shannon Luetkenhaus.  Vote:  Thorson-yes Wielage-yes, Felty-yes, Lee-absent, Simon-yes; motion carried 4-0.

 

Several responses were presented regarding the letter sent to property owners located along E. First Street and Pine Street as to their opinion to pursue a future paving project.  Clerk will contact the Street Superintendent, Julie Ogden, to set a date for a meeting with response as to material, cost estimates, property owners share of cost, and assessments on properties.

 

POLICE REPORT:

Simon introduced and motioned to waive three readings and adopt Ordinance No. 790, Amend Wages of the Police – Special Events.  The Special Events Police will work 12-16 hours during Mead Days.

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO PROVIDE FOR AMENDMENT OF THE WAGE OR SALARY OF THE POLICE – EVENTS OF THE VILLAGE OF MEAD, NEBRASKA.

 

Discussion was held on amending the Off-road ordinance to allow more than one passenger besides the operator in a vehicle equipped with more than one passenger seat, and inquired as to why the poling site for Mead and Marietta Township cannot be moved to the Community Building.

 

UTILITIES/MAINTENANCE SUPERINTENDENT REPORT:  Shannon Luetkenhaus

Luetkenhaus presented a list of duties completed to date and inquired about items stored at the Quonset and if she were permitted to dispose of them.

 

Following discussion, motion by Wielage, second by Simon, to provide notice to remove within thirty days to the party responsible for storing of the bomb carts at the Quonset.  Vote:  Felty-yes, Lee-absent, Simon-yes, Thorson-yes, Wielage-yes; motion carried 4-0.

 

PLANNING COMMISSION REPORT:

The minutes of the April 25 Regular Meeting were accepted.

 

Motion by Felty, second by Wielage, to re-appoint Connie Schliffke to a three-year term on the Planning Commission.  Vote:  Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-absent; motion carried 4-0.

 

Discussion was held on the number of members from 7 members plus 1 alternate member to 5 members plus 1 alternate member and duties of the Planning Commission.  Motion by Simon, second by Thorson, to present an amendment to the duties of the Commission and number of members at the June 14 regular board meeting.  Vote:  Thorson-yes, Wielage-yes, Felty-yes, Lee-absent, Simon-yes; motion carried 4-0.

 

CLERK REPORT:  June Moline

Moline presented the required T.I.F. Project Report, reported thirty-one dog/cat licenses sold-to-date, and Mead Clean-up Day is scheduled for June 11, 9am – 12pm.
