PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES
April 10, 2018
A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held April 10, 2018 at the Village Office. Chairman Havelka called the meeting to order at 6:00 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided to the Chairman and all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public. Answering roll call were Chairman Shawn Havelka; Trustees Jason Felty, Gary Guyle, Richard Wielage, and Rodney Wimer. Also present were Clerk June Moline and Police Chief Jerry Carlson. Guests were Jody and Kacee Weible, Craig Breunig, Tom Hrdlicka, Craig Reinsch, Ed and Jodi Ruhe and Roger and Julie Pelster.
The posting of the Open Meetings Law was noted.
Motion by Wielage, second by Wimer, to adopt the agenda. Vote: Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 5-0.
Motion by Wimer, second by Wielage to adopt the minutes of the March 13 Regular Meeting with a correction of “Jacob” instead of “Jason” under new business discussion, two Public Hearings, and Board of Adjustment. Vote: Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes; motion carried 5-0.
Motion by Guyle, second by Havelka, to approve the Treasurer’s Report showing $596,159.14
total checking/savings balance ending March 31, 2018. Vote: Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-yes; motion carried 5-0.

SCHEDULED GUESTS:
Craig Reinsch, Olsson Associates, presented bids and recommendation for water treatment equipment procurement. It was noted that three bids were received after the time declared due to late delivery by the carrier. After consultation with our attorney it was decided to accept the bids. Craig reported that the two low bids were the ones opened in the village office on March 29 at 11:00 a.m. Bids being: AdEdge Water Tech LLC, Duluth, GA $287,485.00; U.S. Water Services, Inc., St. Michael, MN $314,740.00; Evoqua Water Technologies, Pittsburg, PA $318,549.53; WesTech Engineering, Inc., Salt Lake City, UT $336,332.00; and Layne Christensen Co, Mesa, AZ $351,654.00. Bids were discussed based on tank size and backwash usage. The equipment provider will complete the pilot test and results will provide any change in water quality. A projected timeline for the project was presented with delivery to the point of destination no earlier than July 1, 2019 and complete delivery of equipment no later than October 1, 2019. Olsson Associates recommended approval of the bid from AdEdge Water Tech LLC.
Motion by Havelka, second by Wielage to accept the bid from AdEdge Water Tech LLC of $287,485.00 for water treatment equipment procurement. Vote: Wimer-yes, Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes; motion carried 5-0.
Tom Hrdlicka introduced himself as a candidate for Saunders County Board of Supervisors.
UNSCHEDULED GUESTS:
Craig Breunig, Saunders County Board of Supervisor, discussed complaints forwarded to him by residents of Mead regarding the odor from a field located south of Joyce Circle that had compost applied. Concerns were also expressed regarding the large pile of compost located north of AltEn. Planning Commission Chair Weible had reported making several telephone calls to the DEQ, EPA, Senator Bostelman’s office and Mr. Breunig. The Conditional Use Permit for AltEn indicates AltEn’s responsibility to submit a map and letter to the village office and contact residents within ¼ mile of the spreading and 12 hours to have the compost knifed or disked into the field. Further investigation will be pursued by Supervisor Breunig and Planning Commission Chair Weible. Havelka will contact Scott Tinglehoff at AltEn.
POLICE / ZONING ADMINISTRATOR / NUISANCE ENFORCEMENT OFFICER REPORT: Jerry Carlson
The Monthly Police Report was reviewed. Discussion was held on two residents that had a deadline of April 10 to have their properties cleaned regarding Nuisance Abatement Resolution’s 17-16 and 17-17. Mr. Barris indicated he was told he had until May 8 to complete the project. No word was received from Mr. Sladek regarding the other property.
Motion by Havelka, second by Wielage to proceed with nuisance abatement process on the properties described in Resolution’s 17-16 and 17-17. Vote: Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 5-0.
It was noted that motor bikes, mopeds, scooters, dirt bikes and go carts are not legal within the village limits.

PLANNING COMMISSION REPORT:
The minutes of the March 26 Regular Meeting and Building Permits 18-03. Scott and Dalene Selko to construct a house/attached garage/fence and 18-04, New Horizons Properties to construct a duplex were accepted.
LIBRARY REPORT:
No meeting.
CLERK REPORT:
Moline reported information from Yutan and Cedar Bluffs regarding swim pads, information received from Wahoo as cost of $25.00 for sludge disposal, and consider amending Section 9-201 of the Municipal Code to include publication cost for variances, rezoning, subdivision and permitted conditional use permits to be paid by the applicant. The board approved amending the cost of publications to the applicant.
UNFINISHED BUSINESS:
Havelka motioned to approve third reading and adoption of Ordinance No. 704, No. 705, and No. 706, Non-exclusive franchise to collect and dispose of garbage to the residents of Mead to Waste Connections, Roadrunner Transportation and S2 Recycling and Refuse. The motion was seconded by Wielage. Vote: Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 5-0.

ORDINANCE NO. 706
AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO GRANT TO S2 RECYCLING AND REFUSE, A NON-EXCLUSIVE FRANCHISE TO COLLECT AND DISPOSE OF THE GARBAGE OF THE RESIDENTS OF THE VILLAGE OF MEAD, PURSUANT TO THE COMMERCIAL GARBAGE HAULERS FRANCHISE ORDINANCE OF THE VILLAGE OF MEAD, NEBRASKA, SECTION 10-403 OF THE MUNICIPAL CODE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA.
NEW BUSINESS:
Motion by Havelka, second by Wielage to approve the Baling Alfalfa Agreement with Terry Miller to split compensation 50/50 between Miller and the village for baling alfalfa for 2018. Vote: Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-yes; motion carried 5-0.
Motion by Havelka, second by Wielage to approve a Ballfield Preparation Agreement with Jacob Felty for $20.00 per ballfield for 2018. Vote: Wielage-yes, Wimer-yes, Felty-abstain, Guyle-yes, Havelka-yes; motion carried 4-0, with Felty abstaining.
The condition of the depot building was discussed following an inspection by the EMC Insurance representative. The village has 45 days from the notification of correction to sign the statement of action taken. Action is required regarding masonry walls, ceiling mold, stairs, and extension cords.
Motion by Wielage, second by Wimer to hire an appraiser to evaluate the depot building. Vote: Wimer-yes, Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes; motion carried 5-0.
Rates were reviewed for roll-offs to be used during Mead Clean-up Day on May 26. Bids being: S2 Recycling and Refuse $325.00 for a 30 yard roll-off and Roadrunner Transportation $240.00 for a 20 yard roll-off and $280.00 for a 30 yard roll-off. Havelka will contact All-Metals for a metal container.
Motion by Havelka, second by Wimer to approve the bid from Roadrunner Transportation for $240.00 for a 20 yard roll-off and $280.00 for a 30 yard roll-off, with both sizes in use during Mead Clean-up Day. Vote: Felty-yes, Guyle-yes, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 5-0.
The board discussed amending the Municipal Code to add a monthly charge for geo-thermal wells similar to resident’s flat fee for water usage. Moline was directed to check with our attorney as to current geothermal wells being considered “grandfathered”.

Shawn Havelka, Chairman
