PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

                                                         January 9, 2018

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held January 9, 2018 at the Village Office.  Chairman Havelka called the meeting to order at 6:00 p.m.  Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes.  Advance notice was also provided to the Chairman and all members of the Board of Trustees.  All proceedings were held while the convened meeting was open to the public.  Answering roll call were Chairman Shawn Havelka; Trustees Jason Felty, Richard Wielage and Rod Wimer. Absent was Trustee Gary Guyle.  Also present were Clerk June Moline and Utility/Maintenance Superintendent Nick Raver.  Guests were Ron and Angie Sladek.

 

The posting of the Open Meetings Law was noted.

 

Motion by Wielage, second by Wimer, to adopt the agenda. Vote:  Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

 

The minutes of the December 12, 2017 Regular Meeting were accepted as presented.

 

Motion by Wimer second by Wielage, to approve the Treasurer’s Report showing $565,659.08 total checking/savings balance ending December 31, 2017.  Vote: Havelka-yes, Wielage-yes, Wimer- yes, Felty-yes, Guyle-absent; motion carried 4-0.

 

Motion by Havelka, second by Wielage, to approve the claims of $135,086.16 for payment.  Vote: Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.  Claims being:

UNSCHEDULED GUESTS:

Ron and Angie Sladek sought an extension of the nuisance abatement on property at 307 S. Cedar Street.  A verbal request to Havelka from Jeff Barris was presented requesting an extension of the nuisance abatement on property at 410 S. Oak Street.

 

POLICE / ZONING ADMINISTRATOR / NUISANCE ENFORCEMENT OFFICER REPORT:  Jerry Carlson

Carlson presented a written report of current nuisance complaints issued on properties reporting  that clean-up had been completed as specified at 25 N. Oak Street; 204 W. Eighth Street, Lot 7; and 620 S. Elm Street.

 

Motion by Havelka, second by Wimer, to close the nuisance abatements issued for Resolution 17-18, 25 N. Oak Street; Resolution 17-15, 204 W Eighth Street, Lot 7; and Resolution 17-13, 620 S. Elm Street.  Vote:  Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes; motion carried 4-0.

 

Motion by Havelka, second by Wimer, to approve extensions of the nuisance abatements for properties located at Resolution 17-16, 307 S Cedar Street and Resolution 17-17, 410 S. Oak Street until April 10, 2018.  Vote:  Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

 

UTILITY/MAINTENANCE SUPERINTENDENT REPORT:  Nick Raver

Raver reported removal of the water meter at 243 N. Elm Street on December 27, 2017 in order to eliminate a cross-connection with his heat pump wells and the process the board wishes to take regarding future hook-up to village water at the residence.  He requested the board’s consideration to amend the village code to require mandatory hook-up to the village water system if within 300 feet of a water main and no private wells allowed on property within the village’s corporate limits or on property that is within one mile of the village’s corporate limits and within 300 feet of a water main.  The concerns will be forwarded to the village attorney.

 

Moline presented two delinquent water accounts.  No action was taken on a bid from  NMC for rubber tires for the skidloader.

 

A color coded map showing rights-of-way and other land interests at the water construction site was reviewed.  Upon approval the map will be forwarded to our attorney for review and approval.  A time-line for bid acceptance for the water project was reviewed.

 

Motion by Wimer, second by Felty, to approve the color coded map at the water construction site.  Vote:  Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent; motion carried 4-0.

 

CLERK REPORT:  June Moline

Moline reported on future website design, release of lien on a property, and upcoming LUCA meeting and Threes Rivers Clerks meeting.

 

NEW BUSINESS:

Discussion was held on a request last month from Cody and Jenea Sweeter to consider allowing chickens within village limits.  Following discussion, a motion was made by Felty, second by Wimer, to take no action to amend Chapter 6, Police Regulations, Article 2, Animal Generally, Section 6-202, Animals; Banned from the Community.  Vote:  Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-no; motion carried 3-1.

 

Review and acceptance of the One and Six Year Street Plan for Street Improvements was held. Future street projects at N. Oak Street, N. First Street and N. Pine Street were discussed.  Contact will be made with Street Superintendent Ogden to gather information for a project.

 

Havelka introduced and motioned to accept first reading of Ordinance No. 703 to amend Chapter 3, Departments; Article 1, Water Department; Section 3-109, Municipal Water Department; Minimum Rates.  The motion was seconded by Felty.  Vote:  Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 4-0.

 

No action was taken to accept a bid from Big Red Home Improvement to repair the decorative street lamp at 413 S. Vine Street.  Havelka will discuss numerous permit fees with our attorney.

 

Motion by Havelka, second by Wielage, to cash in Water CD 7292 on January 10 with the Bank of Mead.  Vote:  Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes; motion carried 4-0.

 

Motion by Felty, second by Wielage, to enter executive session at 7:03 p.m. for the prevention of injury to an individual’s reputation for the evaluation of the job performance of the Clerk/Treasurer.  Vote:  Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent; motion carried 4-0.

 

Motion by Havelka, second by Felty, to reconvene to regular session at 7:05 p.m.  Vote:  Havelka-yes, Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent; motion carried 4-0.

 

Wielage introduced, motioned to waive three readings and adopt, second by Wimer, Ordinance No. 702, Amend the Wage of the Clerk/Treasurer with an increase of 2.9%.  Vote:  Wielage-yes, Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes; motion carried 4-0.

Motion by Wielage, second by Wimer, to adjourn at 7:10 p.m.  Vote:  Wimer-yes, Felty-yes, Guyle-absent, Havelka-yes, Wielage-yes; motion carried 4-0.
