  PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

                                                              March 8, 2016                       

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held March 8, 2016 at the Village Office.  Chairman Havelka called the meeting to order at 6:00 p.m.  Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes.  Advance notice was also provided to the Chairman and all members of the Board of Trustees.  All proceedings were held while the convened meeting was open to the public.  Answering roll call were Chairman Shawn Havelka; Trustees Richard Wielage and Rod Wimer.  Absent was Trustee Gary Guyle. Also present were Clerk June Moline, Utility/Maintenance Superintendent Nick Raver and Police Chief Jerry Carlson.  Guests were Dale Rawson, Richard Kuhr, Karen Little, Dennis Berry, Bob Hannan, and Ken Laferriere.

 

The posting of the Open Meetings Law was noted.

 

Motion by Wielage, second by Wimer to adopt the agenda. Vote:  Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 3-0.

 

The minutes of the February 9, 2016 Regular Meeting, February 9, 2016 Public Hearing and February 15, 2016 Special Meeting were approved as presented.

  

Motion by Wielage, second by Wimer to approve the Treasurer’s Report showing $726,629.87 total checking/savings balance ending February 29, 2016.  Vote: Havelka-yes, Wielage-yes, Wimer-yes, Guyle-absent; motion carried 3-0. 

 

Motion by Wielage, second by Wimer to approve the claims of $19,594.57 for payment.  Vote:  Wielage-yes, Wimer-yes, but abstain on Check #3460, Guyle-absent, Havelka-yes; motion carried 3-0. Claims being:

SCHEDULED GUESTS:

Karen Little requested permission to cut into the curb at her residence, 413 S. Vine St., while placing a drive in her front yard.  She was provided an application for a permit to submit in the future to the board for their action.

 

Dr. Dale Rawson, Superintendent of Mead Public Schools, and Ken Laferriere, Orion Realty, discussed the sale of property by Mead Public Schools for subdivisions to locate future housing.  They inquired as to the requirements for infrastructure that the village would require regarding water, sewer, and streets.

 

Motion by Wielage, second by Wimer to enter Executive Session at 6:47 p.m. to prevent needless injury to a person’s reputation during the review of applications for the vacant seat on the Board of Trustees.  Vote:  Wimer-yes, Guyle-absent, Havelka-yes, Wielage-yes; motion carried 3-0.

 

Motion by Wielage, second by Wimer to return to Regular Session at 6:57 p.m.  Vote:  Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 3-0.

 

Jason Felty was elected by paper ballot to serve as Trustee for the Village of Mead.

 

UTILITY/MAINTENANCE SUPERINTENDENT REPORT:  Nick Raver

Raver discussed the water line repaired at 410 S. Oak St., water concerns, streets requiring maintenance, was given permission to contact a firm to replace three water hydrants, a request was received from two residents seeking rock for their alley, and the list of meters requiring maintenance was reviewed.  Moline and Raver reported on the February 16 meeting with the WWAC Committee regarding funding for a water project.

 

POLICE / ZONING ADMINISTRATOR / NUISANCE ENFORCEMENT OFFICER REPORT:  Jerry Carlson

Officer Carlson presented the monthly police report.  A zoning concern was discussed.  

 

PLANNING COMMISSION REPORT:

The minutes of the February 22, 2016 Regular Meeting were accepted.

 

LIBRARY REPORT:

The minutes of the February 17, 2016 Library Board Meeting were accepted.

 

CLERK REPORT:  June Moline

Moline reported receipt of a letter from Nebraska Department of Environmental Quality regarding AltEn’s request form modification of their permit and upcoming events.

 

UNFINISHED BUSINESS:

Motion by Wielage, second by Wimer to approve second reading of Ordinance No. 677, Non-exclusive franchise with Quality Disposal for garbage services and Ordinance No. 678, Non-exclusive franchise with Waste Connections for garbage services.  Vote:  Havelka-yes, Wielage-yes, Wimer-yes, Guyle-absent; motion carried 3-0.

 

NEW BUSINESS:

Wimer introduced and motioned, second by Wielage to adopt Resolution 16-06, Deposit to cut into any paving, curb or sidewalk.  Vote:  Wielage-yes, Wimer-yes, Guyle-absent, Havelka-yes; motion carried 3-0.

 

RESOLUTION 16-06

 

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF MEAD, NEBRASKA, TO SET DEPOSIT AND BOND TO CUT INTO ANY

PAVING, CURB OR SIDEWALK

 

WHEREAS, the Village of Mead Board of Trustees, Mead, Saunders County, Nebraska, recognizes that Village of Mead Code 8-401 Curb and Gutter; Cutting Curb, states that a rate shall be set to establish a deposit and bond to cut into any paving, curb, or sidewalk for the purpose of constructing a driveway or any other purpose whatsoever without first having obtained approval from the Governing Body therefore;

 

WHEREAS, the applicant shall deposit with the Municipal Treasurer a sum set for all paving, curb, or sidewalk to be cut;

 

WHEREAS, the deposit shall be set at $10.00 per square foot of construction basis.

 

A request to remove trees in an alley was heard from a resident.  No action will be taken on the request.

 

Motion by Wielage, second by Havelka to enter Executive Session at 7:46 p.m. to discuss strategy with respect to real estate purchase and pending litigation.  Vote:  Wimer-yes, Guyle-absent, Havelka-yes, Wielage-yes, motion carried 3-0.

 

Motion by Havelka, second by Wimer to return to Regular Session at 8:06 p.m.  Vote:  Guyle-absent, Havelka-yes, Wielage-yes, Wimer-yes; motion carried 3-0.
