PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES

February 8, 2022

 

A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held February 8, 2022 at the Mead Community Building.  Chairman William Thorson called the meeting to order at 6:00 p.m.  Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office, and the Village Office as shown by the certificate of posting notice attached to these minutes.  Advance notice was also provided to all members of the Board of Trustees.  All proceedings were held while the convened meeting was open to the public.  Answering roll call were Chairman William Thorson; Board of Trustees Jason Felty, Jason Lee, Daniel Simon, and Richard Wielage.  Also present were Clerk June Moline and Utilities/Maintenance Superintendent Shannon Luetkenhaus.

 

The posting of the Open Meetings Law was noted.

 

Motion by Wielage, second by Simon, to adopt the agenda.  Vote:  Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-yes; motion carried 5-0.

 

The minutes of the January 11 Regular Meeting were accepted.

 

Motion by Thorson, second by Lee, to approve the Treasurer’s Report showing $1,003,858.07 total checking/savings balance ending January 31, 2022.  Vote: Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 5-0.

 

Motion by Felty, second by Wielage, to approve Certificate of Payment #13 to Neuvirth Construction in the amount of $89,091.21 for final pay for remaining projects at the WTP.  Vote:  Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-yes; motion carried 5-0.

 

Motion by Thorson, second by Simon, to approve Certificate of Payment #6 to Kurita America, Inc. for final pay for project services provided at the WTP in the amount of $27,939.70.  Vote:   Thorson-yes, Wielage-yes, Felty-yes, Lee-yes, Simon-yes; motion carried 5-0.

 

Motion by Felty, second by Thorson, to approve final completion letter for the Water System Improvements Phase 2 – Water Treatment Facilities.  Vote:  Felty-yes, Lee-yes, Simon-yes, Thorson-yes, Wielage-yes; motion carried 5-0.

 

Motion by Lee, second by Simon, to approve the claims of $174,044.38 for payment.  Vote:  Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 5-0.  Claims being:

POLICE REPORT:

Moline reported she had been in contact with Larry Lewis and the 2020 Dodge Charger is ready for pickup in Topeka, Kansas.

 

Motion by Thorson, second by Simon, to hire Thomas Sackett as the Police Chief, with six-month probation period. Vote:  Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-yes; motion carried.

 

UTILITIES/MAINTENANCE SUPERINTENDENT REPORT:

Luetkenhaus reported the following tasks have been completed: installed sander on gator, removed Christmas decorations; cleaned shop at WTP; placed gravel on E. First Street; repaired a couple water meters; addressed issues at the WTP; completing labs daily; and attended water training.  Discussion was held on the operation of the WTP.

 

PLANNING COMMISSION REPORT:

The minutes of the November 22, 2021 Regular Meeting were accepted.

 

The duties of the Planning Commission, Building Inspector, and Zoning Administrator were discussed.  Proposed amendments to the zoning Regulations were addressed.

 

LIBRARY REPORT:

The minutes of the February 1 Library Board Meeting were accepted.

 

CLERK REPORT:

Moline reported a need to budget in the upcoming fiscal year to update the Comprehensive Plan, possibly with the help of grant dollars.

 

NEW BUSINESS:

Felty introduced and motioned to waive three readings and adopt Ordinance No. 783, Sale of 1976 John Deere 4630 Tractor in the amount of $10,500.00.  Wielage seconded the motion.  Vote:  Thorson-yes, Wielage-yes, Felty-yes, Lee-yes, Simon-yes; motion carried 5-0.

 

ORDINANCE NO. 783

 

AN ORDINANCE OF THE VILLAGE OF MEAD, NEBRASKA, TO CONFIRM THE SALE OF THE FOLLOWING DESCRIBED PERSONAL PROPERTY, TO WIT:  1976 JOHN DEERE 4630 TRACTOR, FOR THE TOTAL SUM OF $10,500.00, THROUGH ACTION WITH PURPLE WAVE AUCTION TO BID CARD #288123; TO AUTHORIZE THE CHAIR OF THE BOARD OF TRUSTEES OF THE VILLAGE OF MEAD, NEBRASKA, AND ITS CLERK, TO EXECUTE ANY AND ALL DOCUMENTS TO EFFECTUATE THE SALE OF THE AFORENOTED PERSONAL PROPERTY TO THE BUYER.

 

Thorson introduced and motioned to approve first reading of Ordinance No. 784, Waste Connections, Ordinance No. 785 Road Runner Transportation, and Ordinance No. 786, S-2 Refuse and Recycling for Non-exclusive Franchise Agreements for garbage disposal.  The motion was seconded by Simon.  Vote:  Wielage-yes, Felty-yes, Lee-yes, Simon-yes, Thorson-yes; motion carried 5-0.

 

Motion by Felty, second by Lee, to approve an application of Mead Days Committee to close the following streets during Mead Days, June 16, 17, and 18.  Streets being:  W. First Street from S. Elm Street to S. Vine Street on June 16, 17, and 18, 2022 from 8:00 a.m. to 12:30 a.m. (the June 18th celebration will end on June 19 at 12:30 a.m.) for Mead Days Celebration.  Additional streets will be closed from 12:00 p.m. to 1:30 p.m. for a parade on June 18, 2022.  Parade route is N. First Street between N. Vine Street to N. Elm Street, N. and S. Elm Streets from N. First Street to S. Fourth Street, S. Fourth Street from S. Elm Street to S. Cedar Street, S. Cedar Street from S. Fourth Street to E. First Street.  Vote:  Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 5-0.

 

Motion by Simon, second by Thorson, to approve an application from Robert Hannan to close S. Vine Street from S. Third Street to S. Fifth Street on June 19 during Mead Days Show and Shine Car Show.  Vote:  Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-yes; motion carried 5-0.

 

Discussion was held on memorial gift guidelines, placement of generator at sewer plant, abandonment of well next week by AWS Well Co., replace boards on trailer, consider purchase of a fuel tank to place on the trailer, and investigate the condition of the current salt / sand spreader or consider purchase a replacement if need be.

 

Motion by Lee, second by Simon, to adjourn to Executive Session at 6:48 p.m. to prevent needless injury to a person’s reputation for annual review of Clerk/Treasurer.  Vote:  Wielage-yes, Felty-yes, Lee-yes, Simon-yes, Thorson-yes; motion carried 5-0.

 

The board reconvened to regular session at 7:03 p.m.

 

Lee introduced and motioned to waive three readings and adopt Ordinance No. 782, Amend wage of Clerk/Treasurer.  The motion was seconded by Simon. Vote:  Lee-yes, Simon-yes, Thorson-yes, Wielage-yes, Felty-yes; motion carried 5-0.

AN ORDINANCE OF THE VILLAGE OF MEAD, SAUNDERS COUNTY, NEBRASKA, TO PROVIDE FOR AMENDMENT OF THE WAGE OR SALARY OF THE CLERK/TREASURER OF THE VILLAGE OF MEAD, NEBRASKA.

 

Motion by Simon, second by Lee, to adjourn at 7:08 p.m.  Vote:  Simon-yes, Thorson-yes, Wielage-yes, Felty-yes, Lee-yes; motion carried 5-0.
