PROCEEDINGS – VILLAGE OF MEAD BOARD OF TRUSTEES
May 9, 2017
A Regular Meeting of the Chairman and Board of Trustees of the Village of Mead, NE was held May 9, 2017 at the Village Office. Chairman Havelka called the meeting to order at 6:00 p.m. Notice of the meeting was provided in advance thereof by posting notice at the Bank of Mead, U.S. Post Office and the Village Office as shown by the certificate of posting notice attached to these minutes. Advance notice was also provided to the Chairman and all members of the Board of Trustees. All proceedings were held while the convened meeting was open to the public. Answering roll call were Chairman Shawn Havelka; Trustees Jason Felty, Gary Guyle and Rod Wimer. Absent as Trustee Richard Wielage. Also present were Clerk June Moline and Utility/Maintenance Superintendent Nick Raver.
The posting of the Open Meetings Law was noted.
Motion by Guyle, second by Wimer to adopt the agenda. Vote: Felty-yes, Guyle-yes, Havelka-yes, Wielage-absent, Wimer-yes; motion carried 4-0.
The minutes of the April 11, 2017 Regular Meeting and Public Hearing were accepted as presented.
Motion by Guyle, second by Wimer to approve the Treasurer’s Report showing $681,321.17 total checking/savings balance ending April 30, 2017. Vote: Guyle-yes, Havelka-yes, Wielage-absent, Wimer- yes, Felty-yes; motion carried 4-0.
Motion by Guyle, second by Wimer to approve the claims of $29,088.77 for payment, with Wimer abstaining on Check #3713. Vote: Havelka-yes, Wielage-absent, Wimer-yes, Felty-yes, Guyle-yes; motion carried 4-0. Claims being:

The Monthly Police Report was reviewed. Notices of Non-compliance of nuisances were presented in written form.

WHEREAS, the Nuisance Officer has presented a report setting forth alleged nuisance violations on property legally described as: Lots 5 and 6, Block 1, Anderson and Carlson’s Addition to Mead, Mead, SaundersCounty, Nebraska and known as 417 S. Oak Street, Mead, Nebraska, which is located within its village limits and within its zoning jurisdiction, identifying that in his opinion a nuisance exists as defined by Village Ordinance; said report contains photographs and other evidence pertinent to the situation, and the report was presented at a regular meeting for confirmation that a nuisance exists, a copy of said report is attached hereto, and
WHEREAS, a review by the Board of Trustees of the Village of Mead was made at a Regular Meeting held on the 9th day of May, 2017, and
WHEREAS, the Board of Trustees, after review of the report and the accompanying photographs and evidence desires to declare the conditions found therein as Nuisances pursuant to the Village Code of Ordinances (Ordinance No. 657), 4-302 and Zoning Regulation Chapter 11, Ordinance 11-202.

UTILITY/MAINTENANCE SUPERINTENDENT REPORT: Nick Raver
Trustee Wimer reported that AWS plans to pump the test hole and find what the draw down is. Discussion was held on placement of two smaller wells with a capacity to pump 250 gallons per minute rather than the earlier recommendation of one well that pumps 425 gallons per minute and abandon Well 92-1 once the new wells are in place. Wimer stated two questions that need to be addressed: 1) need to prove two wells can pump at the same time, running independently, and 2) the amount of water available. Nebraska Department of Health and Human Services require that the wells be a minimum 300’ from one another, therefore Wimer recommends the well be placed at the southeast and northwest of our property.
Motion by Wimer, second by Guyle that the village proceed with two wells with the capacity to pump 250 gallons per minute, located at the site approved by the Nebraska Department of Health and Human Services and Well 92-1 be placed on inactive status once the project is completed. Well 92-1 would serve for fire protection only. Vote: Felty-yes, Guyle-yes, Havelka-yes, Wielage-absent, Wimer-yes; motion carried 4-0.
Last meeting’s discussion was held on whether the village should consider a combined pumping station at a cost of $200,000.00 to handle the backwash water and wastewater from the new water treatment facility or a grinder pump at $80,000.00 to handle the building wastewater (only) near the site entry, and a smaller pump in the backwash tank to handle the backwash water. Raver recommended that if future growth constitutes a drainage concern that those residences be required to install their own lift station.
Motion by Havelka, second by Guyle to not proceed with the proposed two options for a lift station. Vote: Guyle-yes, Havelka-yes, Wielage-absent, Wimer-yes, Felty-yes; motion carried 4-0.
It was reported that the homeowner at 1567 Co Red 10 is considering hooking up to village sewer. Raver has been notified that John Deere is discontinuing their equipment leasing program, therefore he was directed to seek bids from CAT and Nebraska Machinery for the purchase of a skid loader. Discussion was held on pressure issues at N. Third Circle and the next step to make improvements to the households involved. Raver is to fill a hole with asphalt at the corner of the entrance into N. Third Circle.
PLANNING COMMISSION REPORT:
The minutes of the April 24, 2017 Regular Meeting and Building Permit 17-11 to Adam Miller to construct a garage and Demolition Permit 17-12 to Charmaine Payne to demolish a garage were accepted. American Marksman is considering the site at 1541 Co Rd 11 for their business.
Motion by Havelka, second by Felty to re-appoint Jim Halbmaier, Rick Miller and Jody Weible for three-year terms on the Planning Commission. Vote: Havelka-yes, Wielage-absent, Wimer-yes, Felty-yes, Guyle-yes; motion carried 4-0.
LIBRARY REPORT:
The minutes of the April 19, 2017 Library Board Meeting were accepted.
CLERK REPORT:
Moline presented an option for credit/debit card payments, ability to email invoices to utility customers, web design consideration, pet licenses issued to date and meters in need of repair.
NEW BUSINESS:
As the Special Commission, Terry Miller, Jerry Carlson and Nick Raver, to ascertain the amount of special damages to vacate the alley in Block 2, Hanson’s First Addition to the Village of Mead and a portion of N. Third Street, Hanson’s First Addition to the Village of Mead presented their recommendations to vacate the alley and street as recommended with no amount necessary for special damages.
Wimer introduced, motioned to waive three readings and adopt, second by Felty, Ordinance No. 695, vacate alley located in Block 2, Hanson’s First Addition to the Village of Mead, and N. Third Street, east of Elm Street, west of vacated Vine Street, south of Block 2 and north of Block 3, Hanson’s First Addition to the Village of Mead. Vote: Wimer-yes, Felty-yes, Guyle-yes, Havelka-yes, Wielage-absent; motion carried 4-0.

Interim financing and rate increase increments for the water project were tabled. Cleaning personnel for the park restrooms was discussed. There was no communication from Gretna Sanitation in regard to submitting a bid for garbage collection and disposal. Mead Clean-up Day is scheduled for May 27, 9:00 a.m. – 12:00 p.m.
